Job Description
Introduction
The City of Racine restarted its Smart Cities Initiatives and has been using student interns to create maps; research census data, funding sources, previous projects, new opportunities; create a roundtable that is working to reduce the digital divide; and also ways to market the work city’s Smart Cities projects. There are many opportunities for student involvement. This is very impactful work because the purpose of a Smart City is to improve the lives of a city’s citizens and increase economic development through appropriate use of technology.
This is a short term part-time position from July 2024 – December 2024.

Position Purpose
Under the direction of the Chief Information Officer and the City’s GIS Specialist, this position will map the data so that it tells the visual story of what the problem is, what has been done, and what the new solutions could improve.
Essential Duties
- Schedule, plan, and map and layer federal, national, state, and local data
- Organize data and look for correlation or missing data
- Collect metadata, document and summarize data
- Assist in presentation of data
- Create documentation for data gathering process so can be repeated in subsequent years
- Research anything you don’t know how to do and ask questions for guidance
- Other duties as assigned around project coordination
Qualifications
Minimum Qualifications
Must be a Lawful Permanent Resident of the United States or a citizen of the United States.
Educational Requirements:
- Undergraduate or graduate college student enrolled and intend to continue in school for the next semester. A full-time student shall consist of a minimum of 12 credits per semester and part-time student shall consist of less than 12 credits but more than 3 credits.
- Currently attending a two or four year college/university
- At least 2 courses in Geographic Information Systems or 1 in Geographic Information Systems and 1 in Statistics or similar course work
Preferred Qualifications
- Classes/knowledge bases that may be helpful: Spatial modeling (Model Builder), SQL, Python, GPS data collection and processing, data quality control tools and standard operating procedures
Knowledge, Skills, and Abilities Required
- Experience with ESRI software (ArcMap, ArcGIS Pro and ArcGIS Online)
- Skills in manipulating data, mapping data, and spatial analysis
- Ability to think critically, visualize data, and layer data for different purposes
- Excellent time management skills, organization, attention to detail
- Knowledge of how to map data, organize, and ask critical question regarding possible missing data
- Knowledge of digitizing best practices and associated tools
- Interest in data visualization
- Knowledge of artistic principles and color theory
- Familiarity with Microsoft Excel (create and organize tables, run basic functions)

- Sitting and typing at a terminal while viewing a computer screen.
Environmental/Working Conditions of the Position
- Sitting at a desk in an air-conditioned/heated office or working from home.
Equipment Used
- Telephones, computer with associated peripherals, and software.
Expected Work Schedule
- Schedule will be determined after hiring. Applicant must be available to meet with City of Racine employees during the day from Monday – Friday 8:00a.m. – 5:00p.m
