Join our team as the local road program expert and lead analyst for the statewide local road database and the highway safety fundamental element database! The Division of Transportation Investment Management is seeking to fill a Local Road Data Lead Worker (Program and Policy Analyst-Advanced) position! This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.
Position Summary
This position provides leadership and functions as the Department’s local road program expert and senior analyst for the statewide local road database, the Wisconsin Information system for Local Roads (WISLR). The WISLR team performs data analysis, mileage change processing and local road certification reporting that is the basis for the distribution of over $560 million annually in General Transportation Aids to local governments. The team also performs data management activities for the highway safety fundamental element database that supports multiple WisDOT highway safety programs. Both of these systems also support the requirements of the FHWA Highway Performance Monitoring System (HPMS) program and the FHWA highway safety data requirements called the Model Inventory of Roadway Elements (MIRE) Fundamental Data Elements (FDE).
This position operates as lead worker for the WISLR program that supports S86.302 Local Road Inventory and Certification data management related activities, including physical and administrative roadway attribute data collection or acquisition, local road certified mileage rules and calculations, data maintenance, location control maintenance, pavement rating submittal, quality control, statistics, publishing and reporting, and training. The position also operates as the lead worker for the data program that supports MIRE data management related activities, and also provides MIRE and WISLR program guidance to DOT field staff.

Qualifications
Qualified applicants will have all the following:
- Experience managing business program(s) including analyzing and interpreting laws/rules and developing and applying policies/procedures.
- Experience summarizing complex technical information in oral and written form for internal and external stakeholders.
- Experience leading a technical team in a professional setting.
- Professional experience with data maintenance and analysis using Esri’s Geographic Information Systems (GIS) Software, which must include ArcGIS Pro and/or ArcMap.
In addition to having all the above, well qualified applicants will have one or more of the following:
- Experience with queries, tabular data joins, and reporting using Structured Query Language (SQL) with relational databases such as Microsoft Access, Oracle, or similar.
- Experience working in the public sector.
- Experience with Linear Referencing Systems (LRS) including data creation and maintenance.
