Description
This position assists the County Surveyor in carrying out the statutory requirements of the Surveyor’s office as per SS. 59.45. This position is based in the Land Records.
Examples of Duties
- Maintenance of existing survey archives
- Guide in the development and execution of section corner remonumentation program.
- Help review of plats, certified survey maps, maps of survey, advising registered land surveyors and the public.
- Assists in the administration of the County subdivision ordinance.
- Assist County Surveyor in boundary determinations and dispute resolution.
- Assist with survey of property on County owned lands.
- Assist with county land sales and acquisitions.
- Train County personnel in GPS, CAD and Total Station use.
- Keeps up to date on all adjustments and geoid models to the Bayfield County Coordinate System.
- Performs duties assigned by the Land Record Administrator/Land Information Officer.
- Helps establish, maintain, and verify GPS coordinates in PLSS.
- Help County Surveyor perform survey work as necessary for Forestry Department, Highway Department and other County departments. Assist marking boundary lines of county owned land for various projects.
- Assist County departments in drafting real estate documents.
- Provide input on survey related contracted services.
Qualifications
A. Four-year degree including at least two courses in land surveying AND a minimum of six months of experience in land surveying. PREFERRED -or- Two-year degree in land surveying or related field AND a minimum of 6 months experience in land surveying.
B. Experience in Geographic Information Systems, AutoCAD and database management with two years automated mapping is preferred.
C. Possession of a valid Driver’s License with good driving record.
D. FAA Part 107 License preferred.
Physical Requirements:
- Work in all outdoor weather and through environment conditions including steep terrain, blow downs, wetlands, creeks, rivers, ponds, city.
- Awareness to work on and within Federal, State, County, Town, City, Village roads and Right-of-Way for long periods.
- Lift and carry 50lbs for more than a mile at a time in the wilderness.
- Be able to dig, place pipe and excavate frozen soil with hand tools.
- Rigorous physical exertion for extended periods of time including, but not limited to, walking, lifting, bending, pushing, pulling, sitting, standing; and reaching, grasping, talking, hearing, and seeing.
- Vision abilities include close vision and the ability to adjust focus on small screens.
- Manual dexterity is required to operate the technical instruments and equipment appropriate to surveying in the cold.
- Work is performed both in an office setting and outdoors, which may require extensive traversing of rough terrain.
- Ability to operate equipment: four-wheel drive truck, ATV/UTV, chainsaw, axe, machete, hammers, sledgehammers, jackhammer, shovel, metal detector, boat and other small engines.
Supplemental Information
Knowledge, Skills, and Abilities:
- Assist County Surveyor to comply with Section 59 of Wisconsin Statutes relative to Surveyor’s duties.
- Assists a monument maintenance system through which the Public Land Survey System (PLSS) corners are checked and perpetuated each year in compliance with State Statutes, Administrative Codes and ordinances.
- Assists in review of Certified Survey Maps, preliminary and final county plats, preliminary and final State Plats to ensure compliance with Wisconsin Statutes, Administrative Codes, and County ordinances. Performs records search and conducts field investigations as necessary to verify survey monuments, to make determinations in circumstances where there are conflicting survey records.
- Assists and maintains records and maps of all survey information including subdivision plats, certified surveys, PLSS tie sheets as well as any other survey maps and/or notes.
- Assist the public and private surveyors regarding surveying, mapping, and land boundary issues. Perform records search, field search, and re-establishment of PLSS when informed by public of monument disturbance or destruction.
- Assist Wisconsin Department of Transportation and/or National Geodetic Survey in developing a statewide Global Positioning System (GPS) network within Bayfield County. Maintain GPS network monuments within Bayfield County.
