Primary emphasis of this position will be to maintain and update property information from appropriate and authoritative sources (property listing). Verification of ownership, tax districts, addresses and other critical property data. Process land divisions in both mapping and tax listing environments. Maintain regular interaction with State and local officials and contacts of document drafters throughout the real estate/title industry. Assist with the coordination of the county-wide condominium ordinance and review. Review platted land divisions for tax and assessment impacts. Review and make recommendations on proposed subdivision and certified survey maps as they affect the tax/assessment roll. Evaluate implications for tax and assessment impacts, including verification of tax payment to the County Treasurer. Coordinate exchange of assessment information with local assessor and State Manufacturing. Import & export all necessary files. Generate reports needed by assessor in performance of assessment process. Work as liaison between municipality, tax payer and assessor in correction of errors in assessments. File all necessary corrections with the Department of Revenue (DOR). Review all changes implemented by the DOR due to statutory changes in the assessment laws. Work with software vendor and IT staff to make sure that changes are implemented and tested for accuracy prior to date established by the DOR for implementation. Assist in training municipal staff and assessors in all procedural changes. Provide guidance to municipality in processing special assessments and charges to be added to tax bills. Coordinate with the Dane County Treasurers office in establishing procedures and timelines regarding the creation of tax bills. Oversee and verify annual load of municipal assessment values as well as special assessments and charges. Verify data integrity and quality control of all data being brought into the system from outside sources. Provide training, guidance and support to staff as needed. Represent Dane County and perform duties of this position as needed. This position serves as a lead worker within the Records and Support Division.

Education, Experience and Special Requirements
Education, Training and Experience:

Any combination of education, training and experience equivalent to an Associate’s degree in geography, planning, real estate or related field, and a minimum of three (3) years of experience in property listing, document interpretation, mapping property descriptions, reading legal descriptions, data analysis and interpretation, communication and customer service, as well as condominium and land division review concepts and how they relate to the tax and assessment cycle.

Knowledge, Skills and Abilities
Thorough knowledge of real estate documents, property descriptions and mapping. Knowledge of property listing processes. Knowledge of governmental and municipal structure and process. Knowledge of data processing systems, including Geographic Information Systems (GIS) and Microsoft’s Office Suite of products. Knowledge of procedures and timelines of the annual Wisconsin assessment and taxation cycle. Ability to communicate and work well with others in a positive, constructive and professional manner. Ability to research issues, define problems, develop recommendations, prepare reports, and implement solutions. Ability to balance multiple projects, establish priorities, and work independently as needed. Attention to detail and accuracy.
