JOB CHARACTERISTICS:
Under direction of the Information Technology Manager, coordinates, develops, implements, operates and maintains the City’s enterprise Geographical Information System (GIS). Considerable independent judgment is exercised within the scope of established department rules, procedures, standards and policies.
REQUIRES: Bachelor degree from an accredited college with emphasis in Computer Science, Geographic Information Systems or related field and 2 years of progressively responsible experience in GIS development, including responsibility for systems analysis and database development; or any equivalent combination of training and experience that provides the required knowledge, skills and abilities. Compliance with City Residency Policy within prescribed time period.
Thorough knowledge of acceptable practices and standards of GIS including design, configuration, installation and support; good knowledge of Microsoft Windows operating systems, ArcGIS Desktop, ArcSDE, ArcIMS, MS SQL Server 2000 / 2005, Microsoft Office, desktop PCs, servers; knowledge of the laws and regulations that impact the work performed and supervised; database design and data modeling concepts including experience designing and implementing enterprise geo-databases.
Exceptional skill in public and employee relations and in maintaining effective working relationships; advanced skill in organizing, completing and reporting on projects, troubleshooting and correcting GIS hardware and software problems and programming languages such as HTML, PHP, Java, and Visual Basic.NET; skill in typing, data entry, arithmetic calculations including algebraic, geometric and statistical and maintaining system security and data integrity.
Ability to maintain absolute confidentiality of the materials and situations encountered on the job; define problems, collect data, establish facts and draw valid conclusions; read, analyze and interpret documents such as policies, procedures, regulations, instructions, diagrams and schedules; respond effectively to inquiries or complaints; write reports, business correspondence and work procedures; effectively present information and respond to questions from managers, employees, vendors and consultants; and to solve technical problems.
Valid Illinois driver’s license or equivalent
