MSA Professional Services’ Baraboo, Wisconsin office is looking to add a GIS Developer/Analyst to our team. The GIS Database Developer/Analyst will work with clients to create and implement new GIS applications as well as enhance and maintain existing GIS applications. This GIS Developer/Analyst will get to develop and deliver presentations, work with current and potential clients, and profitably manage GIS application projects.

Our team uses and is looking for this Developer/Analyst to be fluent in the following applications: ArcGIS Server, ArcIMS, ArcGIS Desktop and ArcSDE on MicroSoft SQL Server as well as programming in ASP.net, VB.net, HTML, JavaScript, VBScript, PHP, AJAX, and T-SQL. The well qualified candidate will possess most of the following: a degree in Geography, Computer Science, Math, Engineering, or related field; experience with MicroSoft SQL Server application development and security; an understanding of Windows Server especially for web application delivery; familiarity of specialized GIS applications such as modeling and versioning; familiarity with object oriented programming; the ability to quickly problem solve and multi-task while being self motivated; the ability to communicate technical information effectively.

Job Description:
POSITION PURPOSE
Provide technology solutions for clients in the areas of database design, land records consulting, application development, and technical assistance. Lead client GIS/IS staff and facilitate offsite MSA staff in the completion of various enterprise GIS database and application design and development projects.

SPECIFIC DUTIES
1. Gathering customer business requirements and developing logical and physical GIS database designs for the implementation of ArcIMS applications.
2. Developing and executing data conversion/creation procedures to support legacy data migration into RDBMS systems and ESRI geodatabases.
3. Provide assistance to clients with problem-solving, strategic decision-making, and resource allocation planning as it related to GIS. Assistance with training and development of staff and clients on GIS techniques as required.
4. Work with client liaisons and business development representatives in marketing and presentation situations.
5. Individual may be assigned the responsibility for the management of projects. When serving as Project Manager, this person will:

  • § Clearly determine the scope of the project.
  • § Prepare a project plan and estimates.
  • § Insure that the project is proceeding as scheduled.
  • § Manage project activities to keep within the established budget.
  • § Bring the project to a profitable close.
  • § Work with clients to ensure satisfaction.

6. Perform all other related work assigned or as apparent.

WORKING CONDITIONS
Job Setting/Environment: This job is performed in an office environment. Travel may be required to perform duties at client sites.
Equipment used in Job: The majority of the work will involve use of ESRI ArcGIS software including ArcIMS and ArcSDE solutions as well as Microsoft Access and SQL Server RDBMS technologies in a Windows environment.
Hours: Hours will vary based on job needs, but most often will be 8:00 a.m. to 12:00 a.m. and 1:00 p.m. to 5:00 p.m. Daily and/or weekly overtime may be required.

QUALIFICATIONS
Education/Experience: A bachelor’s degree in GIS or related field and 3+ years experience IS/GIS in production environments with specific experience in ArcGIS products or 6+ years of related experience IS/GIS in production environments with specific experience in ArcGIS products.
Job Skills: Experience in data conversion and restructuring techniques based on relational principles, experience with Geodatabase model development, experience in project management, and experience delivering presentations and communication skills for use with existing and potential clients are required.
Additional Valuable Skills: Familiarity with HTML, Java, .NET, PHP, ArcObjects, development software, and SQL Server RDBMS technologies. Knowledge of CAD software solutions such as AutoCad Map and MicroStation.

ORGANIZATIONAL RELATIONSHIPS
Internal/External: Internally will work with all MSA staff. External contact will include new and existing clients.

Reporting Relationships: This position reports to the GIS team leader.
