Job Description:
The Engineering Technician manages all aspects associated with connections to the District’s collection system. This position requires a high level of skill and proficiency with respect to the job duties, knowledge, and skills listed below, with work being consistently performed with a high degree of accuracy and independence.
Job Duties:
Evaluate sewer extension requests to determine if the area is eligible to be served by the District and if the extension request contains the necessary supporting documentation.
Interface with the Capital Area Regional Plan Commission to determine if the area is in the Urban Service Area and if the sewer extension has been approved by the Regional Plan Commission.
Review sewer plans and determine where they will connect to District facilities. Assist with determining the overall impact on the District’s collection system and the adequacy of downstream facilities.
Prepare formal sewer extension resolutions to be approved by the Commission.Determine connection charges due for each sewer extension request and track payment of those fees.
Provide monthly and annual reports to the Commission concerning interceptor connection charges collected.
Maintain electronic records, including data base and GIS applications, to track all areas within District boundaries for payment of connection fees.
Evaluate and administer annexation requests to the District. This includes preparing legal descriptions and advertisements, tracking progress, and all other activities required by state statute or District policy.
Maintain electronic records, including data base and GIS applications, to track all areas that are annexed to the District and maintain an accurate description of District boundaries.
Develop and/or maintain interceptor connection databases and incorporate sewer extensions, including tracking of areas paid, into a GIS format.
Assist with determining the impact of new sewer extensions on the User Charge system and if new User Charge monitoring points are required.
Assist with District real estate transactions, including easement preparation and acquisition.
Other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of relevant Wisconsin Statutes, District policies and procedures related to sewer extensions and annexations.
Knowledge of Wisconsin real estate laws and transactions.
A thorough knowledge of and skill in using computerized mapping and/or drafting systems including GIS applications (preferably GeoMedia).
Familiarity with computer aided drafting software, including AutoCAD and MicroStation.
Familiarity with standard engineering nomenclature, principals, and techniques.
Familiarity with basic civil engineering practices and the design of sanitary sewer collection systems.
Skill in the operation of a computer workstation
Skill in using Microsoft Office Suite software.
A thorough knowledge of land surveying and interpretation of surveying results.
Ability to read, interpret, and write legal descriptions (metes and bounds)
Ability to draft and interpret engineering plans, Certified Survey Maps and other technical documents.
Ability to communicate effectively in both verbal and written form.
Ability to work both independently and in a team environment.
Excellent organizational and record-keeping skills.
Ability to develop and maintain effective working relationships with other municipal agencies.
Education and Experience:
Completion of a Civil Technician or Associate Degree in civil technology, GIS applications, or a closely related field, plus two years of relevant technical engineering support experience. Other combinations of education and experience which can be demonstrated to result in the possession of the knowledge, skills, ans abilities necessary to perform the duties of this position may also be considered.
