Job Summary:

This employees serves as a planner for the Ice Age National Scenic Trail (NST). Incumbent will carry out day-to-day work of leading the implementation of the Corridor Planning Process among the public and private partners working on the trail. Organizes and chairs Core Team meetings composed of State, regional, local planners and non-profit organizations. Facilitates the planning process to develop alternatives and a final corridor plan. Writes the corridor plan and environmental assessment in concert with the Wisconsin Department of Natural Resources to ensure the documents meet NEPA and WEPA compliance. Develops and makes presentations to local town boards, park and planning commissions, and county boards. Organizes open house meetings and prepares graphics, develops and distributes invitational letters and maps to landowners and public officials. Employee writes Trailway Protection Strategies as a follow-up to Corridor Plans. Uses GIS and/or other data base systems to accomplish planning, development, and management of the trail. Other duties include providing technical assistance and training to private trail organizations and local units of government regarding the development and management of the trail. Completes compliance requirements such as Section 106 and Section 7 related to the Trail. Operates government vehicles. Serves as a Government Credit Card Holder.

Qualifications Required
Specialized Experience – One year of specialized experience at the next lower grade level, GS-9, or the equivalent of experience at the next lower grade level, is required for this position. Specialized experience is that experience which demonstrates that you are able to perform successfully the duties of this position. Examples of qualifying specialized experience include: analysis and evaluation of outdoor recreation interests, habits and needs of diversified groups and the means for meeting those needs; evaluation of land or water areas for their recreation and related potential use; preparation or review of plans and programs for natural resource use and recreational area development; and solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.

OR

Education: A Ph.D. OR equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in outdoor recreation planning or a related field such as: geology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation, that included 1 or more courses in outdoor recreation; OR a LL.M., if related. You must provide a copy of your official college transcript(s).

OR

An equivalent combination of the specialized experience and graduate education described above. Note: Only education in excess of education required for the next lower grade level (Master’s degree or equivalent) may be used when determining the equivalent combination of specialized experience and graduate education. For instance, one semester of Ph.D. level coursework and 6 months of specialized experience may be qualifying. You must provide a copy of your official college transcript(s)
