This position exists to enhance and coordinate the state and local government Radiological Emergency Preparedness and Geographic Information Systems in their efforts to protect the public in the event of a nuclear power plant incident/accident through coordinated planning, training, exercising and map development.This position enhances a well developed and integrated Radiological Emergency Preparedness (REP) GIS program by providing technical expertise and leadership and coordination to state and local emergency management staff in order to ensure compliance with current and new federal and state requirements for nuclear power plant preparedness. To ensure that HSEM supports state and local REP activities by establishing priorities, developing goals, coordinating and assisting in map development, geospatial information analysis and emergency response training. This position will also be responsible for coordination, enhancement and updating of radiological preparedness base maps and geospatial information systems.
Minimum Qualifications:

Reference/background checks – The Department of Public Safety will conduct reference checks to verify job-related credentials and criminal background check prior to appointment.
This position requires three years of professional level experience in the field of GIS/Geography with at least one year of hands on experience with ESRI ArcGIS 9.x products and at least a Minor in GIS/Geography. A valid Minnesota Drivers License is also required. In order to qualify, you must demonstrate competency in the following areas:
1. 3 years of experience in GIS/Geography;
2. A Minor (or higher education level) in GIS/Geography;
3. 1-year hands on experience with ESRI ArcGIS 9.x products;
4. 1-year of experience working with relational database management systems (RDBMS);
5. Demonstrated math and computer skills;
6. Demonstrated problem solving skills; and
7. Effective written and oral communications skills

Requires occasionally lifting such articles as file boxes and/or heavier materials with help from others and/or lifting and carrying light objects frequently. The weights being lifted may be up to 50-60 pounds, a job is in this category will also require walking or standing to a significant degree or may involve sitting most of the time.

1.Advance degree (B.S. or B.A.) in GIS/Geography
2.Experience with object oriented programming language such as Visual Basic or Python
3.GISP Certification – A GISP is a certified Geographic Information Systems Professional (GISP) who has met the minimum standards for ethical conduct and professional practice as established by the GIS Certification Institute (GISCI)
4.Experience with ArcGIS extensions (Spatial Analyst, 3D Analyst, etc.) and Model Builder
5.Experience with Geo Databases
6.GIS scripting/programming skills (Python, VBA etc.)
7.Certified Geographic Information System Professionals (GISP)
8.Experience in federal or state or local emergency management planning requirements for all hazard incidents
9.Experience in emergency response or preparedness, or continuity planning
10.Experience in project management or program development, evaluation and implementation
11.Experience in providing public presentations or educating adult learners
12.State or federal certification as an Emergency Manager
13.Demonstrated ability to work independently with conceptual guidance
14.Demonstrated analytical skills necessary to solve complex and controversial problems
15.Knowledge of state and federal radiological or emergency management planning requirements
16. Experience with Emergency Management, or Emergency Response Planning and Program Leadership
