The Department of Natural Resources is recruiting for an IS Business Automation Specialist for the Water Division http://dnr.wi.gov/environmentprotect/water.html. The position is located in our Central Office in downtown Madison with responsibilities statewide. Travel within the state and occasional national travel is required.
Job Duties:
This IS Business Automation Specialist is responsible for leading, from inception to completion, multifaceted IS projects with significant impact to the DNR Division of Water and federal and local units of government within and outside the State of Wisconsin. This position must ensure project compliance with agency development policies, procedures and standards as well as enterprise-wide standards.
In addition to the analysis, design, and project maintenance, this position manages the fiscal resources associated with projects and is responsible for the planning and budgeting of resources, work flow and project delivery. S/he will identify statistical needs and develop programs capable of producing meaningful data reports for the Department. Through interviews and communication with Division, Bureau, Region and federal management, this automation expert must continually maintain information systems for the support of the water program’s business needs focusing on WEB and related technologies. S/he must understand the water program’s organizational goals to enable him/her to identify process refinements and potential ideas for process improvements that might benefit from the application of automation technology. S/he must coordinate work efforts, communicate status, effectively negotiate timelines and project concerns and provide direction and consultation to all levels within the organization including Division Administrators, Bureau Directors, Water program specialists and IS staff and other municipal and Federal agencies.
Under general supervision, this position provides professional program area liaison, business process and data steward work for the Division of Water. This position is the primary division representative for IS purposes, translating user, managerial and system operational requirements among constituencies, as well as various reporting processes and interfaces to other Departmental and Federal software applications. The position incumbent also function as the Division’s representative or contact for various Agency/Department-wide IT committees.
Job Knowledge, Skills and Abilities:
- Knowledge and experience with water management programs including data systems, software and web-based application design principles.
- Knowledge and experience in the development and management of natural resource information systems including, field data collection (e.g. field computers and GPS), data modeling, GIS, and the creation of natural resource applications.
- Knowledge of information system analysis, investigating parameters, and developing prototypes for employing complex technology into system development projects.
- Knowledge of short and long-range planning methods, team building and negotiating.
