Degree and area of specialization:
B.S. in Computer Science, Management Information Systems, Electrical Engineering or a related systems engineering discipline.
M.S. in Computer Science or related field preferred.
Minimum number of years and type of relevant work experience:
Experience with complex web-based systems, preferably two or more years, acquired through professional experience and/or experience gained during pursuit of an undergraduate or graduate degree.
The successful candidate will have a strong background in geographical information systems (GIS), content management systems (CMS), data quality assurance practices, project management and XML for data exchange.
Principal duties:
The Traffic Safety and Operations (TOPS) Laboratory, part of the Department of Civil and Environmental Engineering at the University of Wisconsin-Madison, is a comprehensive state-of-the-art program focused on all elements of transportation engineering. The laboratory provides the focal point for traffic safety and operations research at the University of Wisconsin-Madison and provides a forum for classroom teaching and experimentation incorporating the latest transportation technologies. The TOPS laboratory also provides research and engineering services to the Wisconsin Department of Transportation (WisDOT) and other local, state, and federal organizations.
The TOPS Laboratory is seeking a qualified individual to fill the position of Traveler Information Systems Developer (TISD). This position offers an excellant opportunity for technical growth and project management responsibilities, while developing and using state-of-the-art tools to improve traveler information throughout the state. The selected individual will work under the guidance of transportation engineering faculty at the University of Wisconsin-Madison to expand the depth and breadth of the laboratory along with staff in the TOPS laboratory and WisDOT. Some travel to national conferences as well as project meetings throughout the state will be required.
The specific working activities are summarized below:
Serve as the lead designer, planner, and developer for a web-based traveler information content mangement system (TICMS) that uses reusable, open standards to be used for major highway projects (>$500 million) over 5-10 years.
Manage the work of several subcontractors that have been hired to perform a portion of the TICMS software development.
Research and assess what other states are doing to support traveler information for major construction projects.
Convene an Advisory Group to assist the development of the following:
-5-year TICMS Functional Requirements plan that will guide the development of tools and applications.
-5-year TICMS Program plan that highlights organizational expectations for supporting the new applications.
Oversee development, testing, and on-going operations with the TICMS that is intertwinded with existing 511 website.
Work with TOPS Lab staff to coordinate required enhancements to the existing Lane Closure System (LCS). The LCS is a web-based tool WisDOT uses to submit, review, and approve lane closures due to construction, maintenance, and other activities throughout the state. For each major project, a higher level of mapping granularity will be required to show an added level of roadway detail.
Work with colleagues and graduate students to identify research publication opportunities.
After the system is operational, several tasks for on-going operations include:
–Managing Major Project mapping components including development of GIS information to feed LCS, coordination with subcontractors and the Major Project Team staff.
–Coordinating with Statewide Traffic Operations Center, Office of Public Affairs, WisDOT Regions, and Special Project Teams. Monthley meetings will be scheduled to gather feedback on TICMS Major Projects.
–Working with subcontractors to make minor modifications or additions, if needed.
–Participating in regular Major Project coordination meetings/conference calls as needed.
–Providing regular management check-ins and summary briefings (Bi-monthly)
A criminal background check will be conducted prior to hiring.
A period of evaluation will be required
