General responsiblities:
This is responsible managerial and administrative work in directing the diverse programs, activities, and staff of the Department of Planning & Community & Economic Development, both directly and through subordinate Unit Managers. The Department consists of the Planning Division, the Community Development Division, the Economic Development Division, the Community Development Authority (CDA) Executive Director, who oversees Housing Operations, and the Inspection Division. This work is characterized by considerable judgment and discretion in planning, coordinating and implementing diverse programs. Work is performed under the general direction of the Mayor, and within public policy parameters.
Examples of duties and responsibilities:Direct diverse operating divisions engaged in: preparing the master plan for the City, regulating land use, and related planning activities; promoting community and economic development through a variety of loan, grant and public finance programs, and purchasing and selling real estate on behalf of the City; planning for and assisting private entities in the revitalization of target areas; enforcing the building housing and zoning codes; administering the Community Development Block Grant, Community Resources and Child Care Programs; providing public affordable housing for low and moderate income households including the administration of federal housing programs, and managing and maintaining related City and CDA facilities. Establish and monitor annual performance objectives with Division Directors and establish annual objectives for the Department with the Mayor. Prioritize the Department’s Action Plan items. Develop and administer operating and capital budgets and fund accounts in conformance with diverse budgeting and reporting criteria and department information systems. Provide direction, leadership, information and recommendations to department staff on diverse programs, projects and improvements to services/procedures, new prototypes and updated Federal and State legislation and regulations. Organize and delegate preparation of issue papers, policies, programs, strategies and plans. Facilitate the accomplishment of multiple and diverse departmental assignments. Hire, train, supervise, coordinate, coach and discipline a diverse staff. Perform related management functions in the areas of personnel, affirmative action, labor relations, etc. Interpret ordinances regarding the physical development of land and buildings. Set standards and guidelines for providing various forms of assistance to businesses, individuals and community groups and make policy level decisions as appropriate. Conceptualize, plan, coordinate, implement and manage development, public/private redevelopment, and master planning strategies and programs. Consult with property owners, developers, neighborhood and community groups, and other governmental jurisdictions on City programs, projects, and issues. Negotiate with neighborhood/community groups, developers, property owners, and other jurisdictions on land use, housing and development issues. Negotiate major real estate, financial packages and development deals on behalf of the City. Represent the Department and City with the press and the public. Maintain effective relationships with Local, State, and Federal agencies. Maintain close working relationships with other City agencies in achieving mutual goals. Serve on the Mayor’s Management Team and related interdepartmental committees. Serve as project manager for special projects at the direction of the Mayor. Provide advice, counsel and staff services to the Common Council, boards and committees, and other agencies and groups as appropriate. Serve as the Secretary of the Plan Commission to provide direct staff support and/or delegate staffing needs as appropriate. Perform related work as required.
Knowledge, skills and abilities:
Thorough knowledge of the principles and practices of planning and economic development, (including municipal, physical, and economic growth). Thorough knowledge of the principles and practices of public administration consistent with the management of a diverse and complex City department. Ability to develop and administer operating and capital budgets. Ability to manage a multi-functional administrative unit. Ability to provide specialized advice, counsel, and staff services to public policy makers. Ability to work effectively with diverse agencies, committees and departments. Ability to develop and implement complex planning programs, especially real estate development. Ability to provide consultation to property owners, developers, businesses, builders and architectural and engineering consultants regarding City plans, programs and regulations (on development proposals and/or business development or redevelopment decisions). Ability to manage a large staff of professional, technical and clerical employees. Ability to establish and maintain effective working and public relationships. Ability to communicate effectively, both orally and in writing. Ability to use computers to draft a variety of correspondence and reports, to conduct statistical analyses, and to conduct research. Ability to independently prepare, present, and defend analytic findings. Ability to maintain adequate attendance.
Training and experience:
Three years of responsible managerial experience in directing the staff and programs of a local governmental unit primarily engaged in physical planning, economic growth and development, and community redevelopment. Such experience would normally be gained after graduation from an accredited college or university, with a major in Planning, Business, Economics, Design, Architecture, Public Administration or a related field. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.
