GENERAL RESPONSIBILITIES:
This is responsible professional, supervisory and administrative work involving the coordination of the City’s Geographic Information System (GIS) infrastructure, applications and data. This includes GIS strategic and tactical planning; managing enterprise GIS policies and standards; prioritizing GIS projects; promoting the shared acquisition, use and maintenance of GIS resources; coordinating and facilitating external GIS collaboration; and managing enterprise GIS operations. Work is performed under the limited supervision of the Systems and Programming Manager or a designated Team Leader and involves the exercise of considerable independent judgment.
EXAMPLES OF DUTIES AND RESPONSIBILITIES:
Coordinate the development of strategic and tactical GIS plans; develop and manage GIS policies, standards and best practices; promote the shared acquisition, use and maintenance of GIS resources among enterprise business areas; coordinate and facilitate external GIS collaboration; acquire and track licenses for ESRI software products; coordinate the installation and maintenance of ArcGIS Desktop software products; work with other IT staff to design, develop, implement, and maintain enterprise GIS server infrastructure including ArcGIS Server, ArcSDE and underlying RDBMS; coordinate management of enterprise ArcSDE repository, including acquisition and update of data from internal and external sources and signing of GIS data sharing agreements; coordinate design, development, implementation and maintenance of enterprise GIS desktop and server-based web mapping applications. Work with project leaders and customers to define requirements for applications. Analyze requirements and translate application design specifications to current development language(s) including inputs, processing and outputs. Perform software design, construction, and test based on business requirements specifications. Analyze impact of functional changes to the system. Research and evaluate application problems. Handle other support activities that are necessary to ensure stable production systems. Establish proper controls for security and test applications. Prepare documentation. Act as Project Leader on smaller projects and/or components of larger projects. Provide activity schedule; provide technical consultation and training to lower level staff as required. Contact vendors; evaluate products; participate with RFP’s. Exercise judgment in the resolution of conflicts relative to scheduling priorities between customers, varying solution options to applications, etc. Actively participate on internal teams to improve departmental programs and services. Ensure application designs, systems software and networks are compatible and in alignment with the practices and goals of the department. Participate in diverse departmental efforts in a training capacity, (e.g., involvement in application development involving networking considerations, database
management, etc. in order to facilitate back-up capability). Present/participate in related customer training. Perform related work as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of computer system design and architectures. Working knowledge or experience with desktop and server-based ESRI GIS products (ArcGIS 9.x and/or 10.x, ArcInfo, ArcView, ArcSDE, ArcGIS Server, ArcObjects, extensions), maps/map projections, spatial data, vector and raster data types, and web services. Knowledge or experience with RDBMS systems such as SQLServer, Oracle, or DB2; client/server and n-tier applications and issues related to them; Windows 2000/XP/7 desktop OS; service-oriented architecture (SOA); and database servers. Knowledge of the Microsoft Office Suite of products. Knowledge or experience with scripting languages such as Python and XML constructs. Knowledge of multiple programming languages. Ability to learn quickly and to work well under pressure; strong attention to detail. Ability to develop realistic estimates, establish realistic schedules and meet deadlines on a consistent basis. Ability to read, understand and interpret a variety of documents such as business requirements, technical specifications, instructions, and policy and procedure manuals. Ability to communicate effectively both orally and in writing with City staff, vendors and the public; ability to work independently; ability to manage multiple projects on an ongoing basis; ability to meet with individuals and groups in face-to-face settings; ability to find answers to problems by various support means including Internet sites, vendors, listservs or peers. Ability to plan and prioritize work assignments. Ability to facilitate projects, recommend change and communicate methods. Ability to work with both users and project team members to resolve problems in a timely and effective manner. Ability to provide project leadership, and to plan, assign, and evaluate subordinate workers. Ability to represent department interests in sensitive interaction with customers and in vendor negotiations. Ability to develop and maintain effective working relationships with internal staff and staff of other agencies. Ability to troubleshoot and resolve hardware and software computer malfunctions. Ability to effectively participate in team efforts to improve/develop departmental programs and services. Ability to evaluate software and recommend purchase. Ability to exercise judgment and discretion in completing assigned tasks. Ability to determine customer needs and define the scope of projects. Ability to problem solve, apply logic, and perform process identification and systems thinking. Ability to exercise considerable judgment and discretion in completing assigned tasks. Ability to provide consultation, training and leadership to lower level staff. Ability to maintain adequate attendance. As new technologies emerge that impact our systems, Management Information Specialists are expected to learn and resolve any problems involved in integrating them within our systems.
TRAINING AND EXPERIENCE:
Two years of objective-level professional experience comparable to that gained as a Management Information Specialist 2 with the City of Madison in the appropriate specialty area. Such experience would normally be gained after graduation from a two-year technical college with an associate degree in computer technology or a closely related field. A four-year degree in computer science or other four-year degrees that include coursework in computer science and/or other system development areas such as logic, needs assessment, and project management may be substituted for the training and experience. Other combinations of training and/or experience that can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.
