The Office of Justice Assistance (OJA) is responsible for managing a variety of federal and state programs related to public safety, the justice system, and anti-terrorism activities. Currently, the agency manages over $100 million per year in federal and state funds. The Statistical Analysis Center (SAC) is located within OJA and is statutorily responsible for collecting statewide crime and arrest data from all participating law enforcement agencies in Wisconsin. To further its mission of building safer communities, the SAC is statutorily responsible for collecting statewide traffic stop data from all law enforcement agencies in Wisconsin.

Job Duties:
Under the general supervision of the Statistical Analysis Center (SAC) Director, this senior level position serves as the agency’s Traffic Stop Data Collection (TSDC) program manager and is responsible for providing data support and analysis related to the TSDC program and other SAC data projects.
This position serves as the staff lead in all matters related to data validation; synthesis, analysis, and dissemination. The agency’s TSDC functions includes collecting, validating, synthesizing, and reporting traffic stop data for nearly 600 law enforcement agencies across the state. These data are then organized in an annual statewide report, as well as prepared for individual agency summary reports and topical briefings. In addition, the SAC is legislatively responsible for serving as a clearinghouse of justice system data and information, and conduct justice system research and data analysis. Major SAC products have included annual statewide reports on crimes and arrests, sexual assaults, jails, and numerous other topics.
Primary responsibilities include TSDC data validation and analysis support; assisting constituents with data requests; collecting. synthesizing, and analyzing data for special projects; preparing reports and presentations on findings; preparing data and narrative for annual TSDC publications and topical reports; maintaining the TSDC website; developing and distributing the TSDC newsletter; preparing information relevant to policy questions; providing trainings and technical assistance to TSDC contributors; and providing basic geographic information system (GIS) mapping on traffic stop information.

Job Knowledge, Skills and Abilities:
The incumbent must possess program area knowledge, strong verbal and written skills, expertise in a variety of research and planning methodologies, and be able to master new information quickly and accurately. This position requires strong computer skills as they relate to data analysis, collection, and reporting, as well as presentations and training. The position interacts with a wide range of state and local officials, tribes, and other members of the justice community. This position requires the ability to act as a liaison between internal and external agencies. Experience with databases, data analysis, data storage, and report writing is required. This position requires knowledge of project management concepts and ability to manage programs and projects. Familiarity with criminal justice programs and experience working within the justice field are desired. A four-year degree or equivalent in a social science discipline (e.g. criminal justice, sociology, public administration, psychology, political science, etc.) is desired.
