GENERAL RESPONSIBILITIES: This is objective level professional work in the development and support of the City’s Geographic Information System (GIS). This work is performed under the general leadership of a senior level professional and is characterized by the independent application of professional skills in providing standardized developmental or support activities, and/or serving as a contributing member on more diverse team efforts.

EXAMPLES OF DUTIES AND RESPONSIBILITIES: Develop and support the City’s Geographic Information System (GIS). Provide technical assistance to GIS users; design, implement, and support spatial databases and GIS-based components for applications; manage spatial database servers; provide GIS desktop and GIS mobile support; assist the GIS coordinator with architecture, data, training, policies, standards, and operational support; Prepare documentation. Write reports. Troubleshoot problems and coordinate with vendor(s) to resolve. Actively participate on internal teams to improve departmental programs and services. Participate in diverse departmental efforts in a training capacity. Present/participate in related customer training. As new technologies emerge that impact the city systems, Management Information Specialists are expected to learn and resolve any problems involved in integrating them within our systems. Perform related work as assigned.

MINIMUM QUALIFICATIONS REQUIRED AT TIME OF APPLICATION

KNOWLEDGE, SKILLS AND ABILITIES: Working knowledge and experience with ESRI GIS products (ArcObjects and ArcGIS 9.x and/or 10.x, ArcInfo, ArcView, ArcSDE, ArcGIS Server), graphical user interfaces, maps/map projections, spatial geometry, and vector and raster data types, and web-services. Working knowledge of RDBMS systems such as SQL or Oracle; Client/server and n-tier applications and issues related to it; Windows 2000/XP/7 desktop OS and database servers. Knowledge of the Microsoft Office Suite products. Knowledge or experience with object-oriented and scripting languages such as T-SQL, JavaScript, PHP, Python, .NET (VB or C#), and XML constructs. Exposure to browser-based technologies such as HTML, CSS, Java, ActiveX, certificates, and browser compatibility issues. Experience with Crystal reports or SQL Reporting. Knowledge or experience with secure coding practices. Ability to effectively participate in team efforts to improve departmental programs and services. Ability to communicate effectively, both orally and in writing. Ability to maintain adequate attendance.

TRAINING AND EXPERIENCE: Two years of objective-level professional geographic information system development and support experience. Such experience would normally be gained after graduation from a two year technical college with an associate degree in computer technology or a closely related field. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.
