The City of Cedar Rapids is currently recruiting for a GIS Programmer.  This position provides support of a variety of geospatial development efforts for customers spanning all levels of City government, performs GIS computer programming as needed to take full advantage of GIS platform functions and applications; implements solutions to complex problems involving geographic data and Land Systems Management (LSM)  This position also supplements GIS training and provides technical support to GIS users.  The work schedule for this position is 8:00am to 5:00pm, Monday through Friday.  Click here to learn about our benefits.

This position requires:

  • Valid Iowa Driver’s License.
  • Thorough Knowledge of the ESRI suite of products and programming objects, specifically ArcGIS, ArcGIS Server, ArcIMS, ArcSDE, Arc Objects, and ArcGIS Engine;
  • Demonstrated work experience in team work settings;
  • Demonstrated programming understanding of C++, COM C++, C#, VB.NET;
  • Understanding the following programming tools: Visual Studio, MS Visio, UML;
  • Understanding of DHTML, XML, and web services (REST, SOAP, XML Schema) Java, Windows batch script, Flex, Silverlight, and/or Python preferred;
  • Competency with Oracle 9i/10g (Spatial), SQL Server, MySQL, and/or Access preferred;
  • Knowledge of designing, implementing, and managing geospatial databases;
  • Interest in Open Source products and Open Standards, specifically those relating to geospatial Mapserver, OpenLayers, GML, WCS, WFS, WMS;
  • Considerable experience in GIS, cartography, surveying, CAD, planning, E-911 systems, land records, geodesy, computer science, information systems preferred;
  • Considerable knowledge of GPS, Lat Long, coordinate systems and projections as related to GIS;
  • Ability to work closely with GIS users and GIS Data Analyst’s to develop innovative GIS solutions;
  • Ability to train others in the use of computer operations and GIS software applications;
  • Ability to install, upgrade, support and troubleshoot desktop GIS software applications;
  • Ability to communicate effectively and maintain working relationships with other City employees, supervisory personnel, business and community groups and the public;
  • Ability to work cooperatively and to maintain effective working relationships to accomplish job responsibilities;
  • Ability to work independently and make sound judgments based on available resources;
  • Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
  • Ingenuity and inventiveness in the performance of assigned tasks.

Required experience: 

  • Graduation from an accredited college or university with a Associates degree (Bachelor’s degree preferred) in Geography, Planning, Computer Science, Engineering, GIS, Geology, or closely related field, and
  • Considerable experience developing geospatial solutions (desktop and web based), experience working with computer software, hardware, and operations related to GIS and CAD Systems (ESRI ArcGIS and Bentley Microstation preferred), or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Job duties include but are not limited to: 

  • Participates in or conducts requirements definition to determine appropriate technical solutions;
  • Developing technical solutions independently or as part of a team within set scopes and budgets;
  • Documentation to include design/development plans, Quality Assessment plans, and testing plans;
  • Writes and revises GIS Applications and system design procedures, test procedures, and quality standards;
  • Reviews and analyzes computer printouts and performance indications to locate code problems;
  • Modifies program to correct errors by correcting computer codes;
  • Leads and assists staff and users to solve computer related problems, such as malfunctions and program problems;
  • Inspects and maintains GIS hardware such as plotters, digitizers and computers, including making some repairs as needed;
  • Trains other City employees in the use of the GIS system and troubleshoots operational problems as requested;
  • Researches current development and innovations involved with GIS systems and technology;
  • Performs all work duties and activities in accordance with City policies, procedures and safety practices;
  • Attends work regularly at the designated place and time;
  • Supports continuous process improvement initiatives;
