The WI Department of Transportation (DOT) is seeking a well qualified transportation planner to develop traffic forecasts and provide expertise in analysing travel demand model alternatives. This position provides travel estimates for transportation projects, corridor studies, traffic impact analyses, and commercial vehicle analyses. State Metropolitan Planning Organizations and other WI DOT business areas depend on this person to assist in travel demand model updates used to help support the multi-year transportation programs.

Job Duties: 

This position serves as a transportation modeler and advanced planning analyst who provides technical expertise, analysis and support for long-range traffic forecasts. Under general direction, the incumbent develops facility forecasts for planners, engineers, consultants, Metropolitan Planning Organizations (MPOs), and Regional Planning Commissions (RPCs) in the development of transportation plans and the multi-year transportation program. This position supports an essential function by providing travel estimates for highway projects (including the Majors Highway Development Program and the Backbone Program), corridor studies, traffic impact analyses, Metamanager analyses, and commercial vehicle analyses. This position develops advanced project and multi-modal forecasts using the Traffic Analysis Forecasting Information System (TAFIS) and uses the statewide and urban travel demand models for such analyses. The responsibilities involve complex development of travel estimates using multiple regression analysis, sound judgment, travel demand techniques, and the use of geographical information systems. This position maintains and streamlines the statewide and urban travel demand models, provides calibration and validation on model networks, conducts analyses and determines policy on data collection procedures and model attributes.

Job Knowledge, Skills and Abilities:   

  • Extensive knowledge of personal and mainframe computer systems including operating systems, demand modeling software including CUBE TP+, geographic information systems including ArcGIS, and other software including Access and/or Excel. 
  • Working knowledge of the principles of level-of-service, capacity, and land use/travel relationships. 
  • Excellent writing skills in order to produce technical reports, executive summaries and plans.
  • Excellent communication skills in order to convey technical matters in a clear and concise manner to non-technical audiences. 
  • Considerable knowledge of different techniques and practices in travel demand modeling including the four-step technique, activity based modeling and other types of travel demand models; applying mode choice and analyzing air quality analysis and technique. 
  • Considerable knowledge of descriptive and inferential statistical techniques. 

In addition, well-qualified candidates will possess: 

  • Extensive knowledge of travel demand modeling techniques including aggregate and disaggregate trip generation, trip distribution, mode choice and network assignment techniques. 
  • Extensive knowledge of research and highway design techniques related to traffic flow, design, and analyses; ITE trip generation procedures; traffic engineering; highway design principles and travel forecasting.
