Various duties include:

  • Supervising, directing, and coordinating the activities of engineers, technicians, aides, GIS personnel and other engineering personnel
  • Developing and prioritizing design projects for engineering personnel
  • Scheduling construction projects to be performed by Public Works crews
  • Planning and supervising the preparation of studies in preparation of detailed project plans; overseeing the management and implementation of the City’s Geographic Information System
  • Managing activities relating to traffic engineering in the City
  • Developing, preparing, and administering contracts for materials and services
  • Estimating quantities of materials required
  • Analyzing bids and making recommendations to the Purchasing Committee as appropriate
  • Ensuring that materials are delivered and specifications are complied with
  • Preparing estimates for payment to the vendor or contractor
  • Conferring with salesmen regarding new products or changes to existing products and prices
  • Ensuring that material inventories are sufficient to meet needs

Responsibilities include:

  • Coordinating administrative policies and procedures
  • Conferring with the City Clerk and City Attorney regarding proper procedures regarding plats, certified surveys, assessments, notices, contracts, etc.
  • Consulting with department and division heads regarding the scope and feasibility of projects
  • Conferring with the Director of Public Works regarding the interpretation of policies and procedures
  • Planning, developing, implementing, and monitoring the annual budget for the Engineering Division and sidewalk program
  • Establishing necessary supply lists based upon proposed petitioned work and Capital Improvement Program
  • Securing necessary budget items and expenditures to ensure that budgets are not overdrawn
  • Providing information and assistance with the general public and others regarding problems and concerns relating to public works and other engineering projects
  • Notifying concerned parties regarding the nature and length of construction projects
  • Maintaining contacts and coordinating activities with utilities and others as required

Requirements:

Include a Bachelor’s degree in Civil Engineering with six to nine years civil engineering experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.  Registration as a professional engineer in the State of Wisconsin is preferred.  Must have excellent interpersonal skills, communication skills, public speaking skills, and be able to work effectively with citizens, developers and various special interest groups.
