Summary of Responsibilities:
The GIS Application Developer is responsible for providing technical application expertise supporting the development, implementation, testing, rollout, enhancement and upkeep of spatial applications in use internally at ATC and externally by our contracted service providers as mandated by ATC business practices. The individual is also responsible for providing tools and practices enabling the integration of newly generated spatial data into ATC GIS as required from our internal customers and alliance partners working on behalf of ATC.
This role analyzes, develops and implements improvements to GIS functionality to support departmental business units and corporate needs.
The GIS Application Developer will be tasked with tactical projects in code and end user tool development as well as managing outsourced technical developer and software engineer resources as required by project demands.
Essential Responsibilities:
- Gain familiarity with other corporate and departmental asset systems such as Cascade, SELD, SharePoint, PLS-CAD and ProjectWise. While this familiarity is not necessary at introduction to ATC, they will become systems through which the individual will be required to interact with at the system and data levels.
- Develops technical solutions as well as policy and procedures to solve data management and relationship issues with GIS and other asset application databases.
- Manage and maintain the health of the ATC GIS system (Esri ArcGIS Server, ArcSDE administration, client and Citrix desktop deployments) such as coordinating the development, test and production software patching and upgrading with ATC IT resources. Systems include internal and external (remote) servers.
- Coordinate outside resources to augment development of ATC GIS tools and applications, including custom application development, integrated client/server tools, and embedded GIS technologies. Make provider recommendations and ensure appropriate tools are developed timely and cost effectively.
- Demonstrate understanding and willingness to adopt ATC IT methodologies and practices for code review and change management practices. Actively participate with non-spatial application development experts in the spirit of collaborative development and maturity.
- Maintain strong communication channels and work collaboratively with Information Technology (IT) staff on relevant network, server and application solutions initiatives.
- Develop logical access to and security of ATC geospatial data.
- Perform GIS Analyst duties (walk-in requests and capital project work) as needed.
- May be called upon to serve before, during, and after a Transmission Emergency Response Plan (TERP) event; such event may require performing functions that are outside the scope of your regular job.
- Demonstrate compliance with ATC’s Code of Conduct, all company policies and procedures, and all laws and regulations that govern ATC
Minimum Requirements:
Education:
Bachelor’s degree in GIS, MIS, computer science or related field required.
Additional certifications or technical training in ESRI integrated applications preferred.
Experience:
- 5 – 8 years progressive professional experience in geospatial application development and integration preferred.
- Technical expertise include: ArcGIS Server, computer programming experience, especially strong familiarity with Javascript, python, Silverlight; strong knowledge of SQL; and familiarity with system administration including server-side application administration.
- Solid track record of working complex GIS projects that involve high degrees of difficulty, sensitivity and customer demand.
- Proven analytical, spatial and project management experience required.
- Effective interpersonal, verbal and written communication skills with all levels of the organization.
- Demonstrated knowledge of electric utility operations and processes preferred.
- Ability to travel to all ATC locations required.
