POSITION SUMMARY

Maintain all assessment records for the County on a timely basis as required by Wisconsin Statutes Section 70.09(2).  This position will compile and process the land information necessary for the real estate property tax assessment roll and the Polk County computerized parcel map.  This position will have primary duties that are mapping related, and is responsible for the preparation and maintenance of maps incidental to the description and location of properties for taxation purposes.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
 
  • Assigns parcel numbers to new splits and continuously updates the land record file. Processes all recorded documents that affect land ownership, title and taxing status.
  • Reads, interprets and critiques the legal instruments to determine if they are complete in content and substance in order to have a valid affect on any of the existing tax parcels.
  • Communicates with people who drafted the recorded instruments that are incorrect, ambiguous, incomplete or in any way not being clear and concise in order to make them rerecord the document with necessary corrections.
  • Analyzes the recordings to determine if they are a full transfer of interest or if it is a division of the original parcel (when it is a division, the split must be checked for compliance to the Polk County Subdivision Ordinance).
  • Determines and lists ownership extents; computes mathematical closures to determine the accuracy of the document. Reports parcel violations and survey discrepancies to Land Information Director.
  • Perform complex mathematical computations using Land Survey (coordinate geometry) software on a personal computer and analyze the results of the computations.
  • Prepare automated digital parcel maps from data compiled through interpretation of land records information and mathematical computations.
  • Coordinate and maintain parcel mapping development to ensure that Polk County Mapping Standards and Procedures are followed.
  • Assist with the development and maintenance of a county wide Geographic Information System, especially pertaining to the parcel mapping layer.
  • Assist the public, other county departments or government agencies with questions or requests regarding parcel location, ownership, descriptions, materials and title problems.
  • Works closely with CountyTreasurer and local assessors in providing data and forms relative to property assessment and real estate taxation.
  • Other duties as assigned by the CountySurveyor or Land Information Director.

EDUCATION and/or EXPERIENCE

  • Associates degree (A. A.) or equivalent from a two-year college or technical school in Geographic Information Systems (GIS) Technology, or Land Surveying Technician, plus two years experience in either land surveying or land title investigation and two years experience using coordinate geometry software (AutoCAD, ArcGIS, or similar mapping equivalent); OR
  • a Bachelor’s degree (B.S. or B.A.) from a 4-year college with a major or minor in any of the following majors or minors: Geography, Cartography, or Computer Science; or an equivalent combination of education and experience.
