The selected candidate may be hired as a MIS 1 or 2, depending upon the individual’s qualifications. The MIS 1 is an entry level position and will work under close supervision. The MIS 2 is an objective level position and will be expected to perform work independently under general supervision.
Management Information Specialist 1:
This is specialized technical and professional work in supporting the Engineering Division’s Geospatial Information System (GIS) which uses Microstation V8i, Bentley InRoads products, Bentley Map software, ESRI ArcGIS, GTViewer, Safe Software’s FME, Crystal Reports, Microsoft SQL Server, and office automation applications. This position, under the general supervision of the GIS Coordinator, is also responsible for updating and maintaining related geographic databases; developing specialized databases and sources of information, as required; conducting related technical analyses; and utilization of the GIS system to produce graphic and analytic products. This position also provides related training; develops, tests, installs and documents new applications, systems, and office automation applications.
Management Information Specialist 2:
This is objective level technical and professional work in the development or support of Engineering Division’s Geospatial Information System, CAD software, and office automation applications. This work is characterized by the independent application of professional skills in providing standardized developmental or support activities, and/or serving as a contributing member on more diverse team efforts. Work includes all duties performed by a Management Information Specialist 1, and is performed under the general leadership of the GIS Coordinator.
EXAMPLES OF DUTIES AND RESPONSIBILITIES:
Management Information Specialist 1:
- Application programming of Microstation V8i and Bentley Map, including software customization to achieve additional functionality.
- Troubleshoot routine applications, hardware and systems software problems and identify potential causes.
- Provide training and first level technical assistance support to customers using Microstation V8i and Bentley Map.
- Prepare and generate tabular reports and other documents using various software and custom programming.
- Generate specialized maps using various software and custom programming using Microstation V8i, Bentley Map, and Arc GIS.
- Provide support to maintain and update the City’s Official Map, Ownership Parcel Mapping, and Storm and Sanitary Sewer Mapping.
Management Information Specialist 2:
- All of the work of an MIS 1, but with a higher degree of independence and complexity of work performed.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities:
Management Information Specialist 1:
Working knowledge of desktop and server computer system technology (hardware and software), mapping and geographic information systems, and their effective application. Some knowledge of computer systems design and programming languages such as Microstation V8i APIs, Visual Basic.NET, Visual Basic for Applications, XML, FME, Transact-SQL, Crystal Reports, Microsoft SQL Server 2008, and Microsoft Access. Ability to communicate effectively both orally and in writing. Ability to develop and maintain effective working relationships with internal staff and staff of other agencies. Ability to problem solve, apply logic, and perform process identification and systems thinking. Ability to troubleshoot and resolve routine hardware and software computer malfunctions. Ability to provide advice, consultation, and training to diverse user groups. Working knowledge of Microsoft Office suite, Computer Aided Design (CAD), and Geographic Information System (GIS) software applications. Ability to effectively participate in team efforts to improve departmental programs and services.
Management Information Specialist 2:
All of the above. Thorough knowledge of computer system design and programming languages such as Microstation V8i APIs, Visual Basic.NET, Visual Basic for Applications, XML, FME, Transact-SQL, Microsoft SQL Server 2008, Crystal Reports, and Microsoft Access. Ability to effectively participate in inter-departmental team efforts to improve/develop programs and services. Ability to evaluate software and recommend purchase. Ability to exercise judgment and discretion in completing assigned tasks. Ability to determine customer needs and define the scope of projects.
Training and Experience:
One year of directly related paraprofessional experience in the development of computerized information system(s). Such experience would normally be gained after graduation from a two year technical college with an associate degree in computer technology or a closely related field. A four year degree in computer science or other four year degrees which include coursework in computer science and/or other system development areas such as logic, needs assessment, and project management may be substituted for training and experience. Other combinations of training and/or experience which can be demonstrated to result in possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.
At least two years of professional experience comparable to that gained as a MIS 1 with the City of Madison in the appropriate specialty area, is required to be hired at the MIS 2 level.
