MINIMUM QUALIFICATIONS

EDUCATION: Bachelor Degree from four-year college or university with a major in cartography, geography, geology, urban planning, or computer science is required. College coursework in geographic information systems is required. Possession of a valid driver’s license required at time of appointment. Possession of a valid Wisconsin driver’s license required within six months of appointment and maintained throughout incumbency is required. Possession of a Master’s Degree preferred. A Master’s Degree coursework in information management, geographic information systems, engineering or related field is preferred.

EXPERIENCE: 5 years progressively responsible experience with geographic information systems projects, which must have included, GIS hardware, software, services, and or operations required. Experience with relational database management systems and ESRI software products including ArcGIS preferred.

KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles, practices, and techniques of information systems as related to the GIS function and database management in an ESRI platform; knowledge in relational and distributed database administration to include ArcGIS and enterprise datasets (SQL, ArcSDE; knowledge of and experience with the purchase of Hardware and Software in support of GIS technology including but not limited to Desktop workstations, tablet & laptop systems, plotters & printers, servers, digital cameras, and any associated software; skill in GIS administration, systems integration, and the application of all major types of GIS software for the collection, storage, retrieval, manipulation, and presentation of spatial and tabular data.; skill in the use of ESRI’s ArcGIS suite of software including ArcServer, ArcSDE, and Image Server; Microsoft Office applications; Familiarity with AutoCAD 2010 and conversion processes between AutoCAD and ArcGIS; familiar with Trimble GPS Technology, the collection of GPS data, and the conversion of that data to GIS / CAD formats and Experience with Orthorectified Aerial Photography; ability to research, plan, schedule, budget, manage and provide quality control of large scale GIS projects; ability to organize material, analyzes a wide variety of information, and develops appropriate recommendations; ability to communicate effectively and tactfully with department managers and administrative employees and ability to present information and respond to questions from groups of managers, clients, customers, and the general public; Ability to establish and maintain effective working relations with co-workers, managers, clients, and the general public; ability to help others when needed, and considering larger organization or team goals rather than individual concerns.

DUTIES: Under general supervision; to conduct Project Management of GMIA Enterprise Geographic Information System; to Manage and coordinate GMIA GIS program per established industry standards, policies and procedures; to coordinate development and growth of GMIA GIS Program in accordance with approved 2009 GMIA GIS Master Plan; to coordinate with external organizations including but not limited to, Federal Bureau of Investigation, United States Secret Service, Transportation Security Administration, National and International Airlines, public utilities, and local communities to facilitate the sharing of data; to coordinate and monitor contracts with Enterprise GIS hardware, software, data development, and GIS service providers; to coordinate and enforce GMIA GIS database standards for content, design, and maintenance procedures for all Airport departments; to design, deploy, and maintain distributed Geospatial datasets, GMIA web mapping applications, and distributed desktop mapping applications utilizing ESRI ArcServer, ArcSDE, Image Server, Azteca Cityworks, Microsoft SQL, and Adobe Flex; and perform such other duties as may be assigned.
