Summary of Responsibilities:

Responsible for technical work including the design, layout and production of GIS datasets and cartographic output relevant to ATC business objectives. Work consists of creating, integrating, maintaining, and deploying spatial and tabular data: providing data analysis and map products; providing data development support; maintaining GIS hardware and software; and providing technical support and training to GIS users. Responsive to the needs of each business and operating unit to achieve mutually agreed upon business results.

Essential Responsibilities:

  • Provide mapping and GIS support to ATC project teams as required to meet departmental and corporate needs. Mapping and project support includes, but is not limited to, preliminary mapping, field grade map and data products, cadastral data acquisition, geoprocessing and buffer operations to support corridor development and project area landowner mailings, creation of public meeting map/poster boards, and formal application mapping materials.
  • Manage the integration of GPS field collected data into ATC system and library layers. Provide office and field training on Trimble GPS equipment to ATC staff and contractors as necessary.
  • Provide training and instruction to ATC staff on the use and capabilities of existing ATC GIS portals, including ArcReader, internal web mapping sites and map archives.
  • Provide internal GIS support to improve ATC Transmission System and land base data accuracies, including the integration and update of data verifying existing or rebuilt facilities as captured using GPS, conventional survey techniques or LIDAR.
  • Determine project requirements for new GIS and tabular data acquisition; conduct data mining and integrate additional datasets as required to support project needs. Build relationships with federal, state, county, local governments and regional planning commissions and promote data exchange opportunities where available.
  • Participate in cross-functional project teams.
  • Provide technical support for route selection analysis and work with cross-functional teams for selection of viable and preferred routes for such projects.
  • Demonstrates leadership in the area of safety. This requires observing and enforcing safety rules and practices, encouraging safe work behaviors, and promptly correcting conditions and unsafe behaviors that may lead to accidents.
  • May be called upon to serve before, during, and after a Transmission Emergency Response Plan (TERP) event; such event may require performing functions that are outside the scope of your regular job.
  • Demonstrate compliance with ATC’s Code of Conduct, all company policies and procedures, and all laws and regulations that govern ATC

Minimum Requirements:

Education:

  • Bachelor’s degree with an emphasis in GIS or related field.

Experience:

  • Minimum of 3 years professional experience using GIS software. Proficiency in the use of ESRI’s software; familiarity and practical experience using geodatabases and other relational databases; familiarity with GIS and CAD data file formats; strong cartographic design abilities.  Exposure to web and graphic design are pluses.
  • Strong understanding of coordinate systems and projections, especially the Wisconsin County coordinate systems and WI State Plane coordinate systems.

Physical Requirements:

  • Physical requirements may include, but are not limited to the following; Kneeling, walking, standing, lifting up to 40 pounds, typing, talking, hearing, sedentary work and close visual acuity.
  • Must possess a valid driver’s license and some overnight travel may be required.
