The Wisconsin Department of Natural Resources is currently seeking a creative and dedicated Conservation Biologist Advanced. The project appointment is approved for two years with a possibility of an extension for another two years. The position is stationed in the Bureau of Endangered Resources, Madison, WI.

Job Duties:

This position provides leadership, coordination, and expertise in the screening of proposed Natural Resources Conservation Service (NRCS) actions for impacts to endangered resources and implementation of the incidental take consultation provisions of the Wisconsin Endangered Species Act (s. 29.604), Wis. Stats.) for NRCS actions. Work involves reviewing NRCS practice standards for potential impacts to endangered resources; developing statewide, NRCS-specific protocols and procedures needed to implement the consultation legislation; providing training and technical guidance to NRCS staff and others engaged in screening for endangered resources; and establishing and administering a formal process for permitting of incidental take through individual consultations, including public involvement.

This position serves as lead for the department on endangered resource review and incidental take issues pertaining to NRCS. Work is accomplished through close coordination with and support for NRCS technical staff, and provides documentation regarding the interpretation and application of policy. This position makes extensive use of the NHI database and GIS, and is responsible for the full range of endangered resources including plants, animals, and natural communities through direct knowledge in these areas and through collaboration with specialists. This position requires a high degree of judgment and skills in collaboration to minimize controversy and resolve conflicts. Extensive knowledge of state regulations governing environmental impacts and endangered species protection is required including state and federal natural resource and endangered species laws. This position also works closely with department legal staff regarding the interpretation of the state Endangered Species Act.

Job Knowledge, Skills, and Abilities:

  • Degree or equivalent experience in conservation biology, zoology, botany, ecology, or related field.
  • Principles of ecosystem management, and natural resources planning, including landscape-scale approaches for natural community, critical habitat, and species conservation.
  • Knowledge of rare plants, animals, and natural communities of Wisconsin or the Great Lakes Region, including their natural history, ecological relationships, habitat requirements, and threats to their survival and recovery.
  • Computer skills including word processing, design and use of spreadsheets and databases, representation and analysis of spatial data using GIS and other systems, and development of web-based interfaces.
  • Knowledge of consensus building and outreach techniques.
