The Department of Natural Resources is dedicated to the preservation, protection, effective management, and maintenance of Wisconsin’s natural resources. We are currently seeking individuals to fill two Section Chief vacancies; a Technical Services Section Chief in the Division of Forestry and an Information Management Section Chief in the Division of Air, Waste and Remediation & Redevelopment (AWaRe). Both positions are located in the DNR Central Office in downtown Madison. The list created from this recruitment may be used to fill future vacancies.

Job Duties:

This position leads, directs and administers all policy, personnel, and budget activities within the Technology Services Section in the Bureau of Forestry Business Services, Division of Forestry. This position works under the general supervision of the Director of the Bureau of Forestry Business Services. Program functions within the section include a full range of IT/GIS services: management of the Division of Forestry IT portfolio and overall coordination of all IT/GIS services for the Division, including management of all IT infrastructure; application project management; application development life cycle; maintenance for internal and external applications; aerial photography program; training; and user support. This position is the Forestry Division liaison for the Bureau of Technology Services (BTS) and a member of the Technical Support Team to the Information Technology Oversight Board (ITOB). This position directs the work of up to 14 staff positions and a budget of over $2 million. Section chief positions within the Division are expected to perform their duties in service to the entire Division and with the full scope of the Forestry program in mind. This position is responsible for developing, directing, coaching, mentoring and supervising permanent and limited-term staff. This position serves on management teams and is expected to be an active contributor. Customer and partner groups include forestry and non-forestry DNR staff, citizens, citizen groups, industry leaders, tribal governments, and governmental and educational representatives.

Job Knowledge, Skills and Abilities:

  • Working knowledge of the principles and practices of environmental protection/natural resources management or business management.
  • Professional level experience working with a team of Information Management (IM) professionals developing complex applications.
  • Professional level experience with IT application development life cycle.
  • Professional level experience with the principles and practices of IT project management.
  • Demonstrated organizational leadership.
  • Knowledge of customer services concepts and strategies.
  • Familiarity with development and implementation of policy and procedures, including monitoring and evaluation, common to the operation of a major program.
  • Familiarity with budget management procedures and practices, including allocation and monitoring of fiscal and other resources.
  • Familiarity with techniques and procedures used to monitor, audit and evaluate management activities at different scales of complexity, i.e. statewide, district and local levels.
  • Working knowledge and experience in defining business process requirements and total quality improvement techniques, best practices and principles.
  • Familiarity with basic principles of human resources management.
