Performs a wide range of duties related to zoning and subdivision ordinance administration and enforcement. Duties may include some or all of the following: Assists the public with county zoning and subdivision ordinances. Reviews and approves or denies zoning permit applications. Explains land use issues. Meets with developers and town officials regarding subdivision plats and conditional use permits. Coordinates review of certified survey maps, subdivision plats, and planned unit development documents and reviews site plans and ordinance waiver applications. Prepares reports and ordinance changes for committee meetings and the County Board. Prepares site plans and other information for public hearings. Drafts and distributes forms, reports, and other written materials related to county land use regulation. Prepares conditions for approval for subdivision plats, certified survey maps, ordinance waivers, certificates of compliance, conditional use permits, and planned unit developments. Updates zoning and floodplain maps, topographic maps, and survey files. Tracks annual permit issuance. Performs compliance duties related to non-metallic mines. Conducts site inspections. Works with Corporation Counsel Office on enforcement cases regarding violations. Performs other duties as required or assigned. Qualifications:
Bachelor’s Degree in urban planning, geography, or related field and three years land use regulation or related experience; or any combination of education, training, and experience which provides the required knowledge, skills, and abilities. Ability to use geographic information systems (GIS); knowledge of ArcMap preferred. Knowledge of county and regional growth trends and land use. Ability to utilize a variety of maps, public land records, legal property descriptions, ordinances, statutes, and other information related to land use. Ability to prepare and deliver effective presentations. Ability to operate a variety of office equipment including a map copier, digital camera, drafting instruments, calculator, PC/computer terminal, and telephone. Basic math skills. Possession of a valid driver’s license and access to a vehicle for use in the performance of the job.
