Summary
Performs work of moderate difficulty in a professional planning position. Specializes in administering Community Development Block Grant (CDBG) – Housing program for Brown County and the Northeastern Wisconsin Housing Coalition. Position is contingent on yearly funding allocation from Wisconsin Department of Administration – Division of Housing (WDOA-DOH).
Essential Duties
- Prepares progress and financial reports on CDBG-Houseing program progress to WDOA-DOH.
- Assists the Principal Planner with developing and managing the yearly CDBG-Housing program budget.
- Maintains program records in accord with WDOA-DOH and U.S. Housing and Urban Development (HUD) standards.
- Assists the Principal Planner with managing Housing Quality Standards (HQS) inspector contract, including performance assessment.
- Assists the Principal Planner with ensuring recordation of initial mortgage and repayment of mortgage to Brown County at time of property sale.
- Keeps current on HUD and WDOA-DOH program requirements and funding allocations.
- Maintains communication with other Northeastern Wisconsin Housing Coalition counties regarding program performance
- Develops materials to provide public notice regarding the availability of housing funds, particularly targeted to low and moderate income residents.
- Travels to project sites within the coalition counties to assess progress on eligible activities.
- Develops the annual grant application for CDBG-Housing funds from WDOA-DOH.
- Provides staff support for Northeastern Wisconsin Housing Coalition Committee meetings.
- Assists the Principal Planner with managing the CDBG-Housing revolving loan fund when loan repayments are received.
- Utilizes Geographic Information Systems to develop maps and databases of project sites
- Presents the CDBG-Housing program to staff, elected officials, and the public.
- Performs related functions as assigned.
Minimum Qualifications Required
Education and Experience:
Bachelor’s degree preferably with grant administration experience; or any equivalent combination of education, training and experience which provides the necessary knowledge, skills, and abilities.
Licenses and Certifications:
Valid Wisconsin Driver’s License
Knowledge, Skills & Abilities
- Knowledge of the principles, techniques, and objectives of planning
- Knowledge of housing construction and maintenance principals
- Knowledge of basic statistical methods applied to various socio-economic factors.
- Knowledge of grant administration principles and ability to effectively administer grants.
- Knowledge of and ability to utilize a computer and the required software.
- Knowledge of urban design principles.
- Skill in the application of principles and practices of planning for housing and general housing policy.
- Skill in the performance of statistical calculations and analysis.
- Skill in collecting, analyzing, and interpreting data pertaining to planning.
- Skill in preparing clear and concise written oral reports.
- Ability to understand the relationships among land use, transportation, housing, and other aspects of planning.
- Ability to use GIS applications to create maps for plans and presentations.
- Ability to create maps, housing program marketing materials, and other products that are easily understood by local officials and the public.
- Ability to collect and analyze data for planning projects.
- Ability to use plotters, scanners, and other computer equipment.
- Ability to make public presentations.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective working relationships with co-workers, professionals, other departments, elected officials, and the public.
