Purpose of Position:
This position performs responsible inspection work to assist in uniform enforcement of land use and zoning ordinances in Chippewa County, including the issuance and inspection of zoning and erosion control building permits, monitoring compliance and investigating alleged violations.
Essential Duties and Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
1. Assists department staff in administering and enforcing the following ordinances: Shoreland Zoning, Comprehensive Zoning, Floodplain Zoning, Uniform Dwelling Building Code, Land Division, Wellhead Protection, and General Sanitation regulations for private septic systems and wells.
2. Receives reports or complaints of potential ordinance violations; inspects alleged violation sites; documents conditions observed; judges if conditions are in compliance with applicable ordinances; issues violation notices as warranted; issues order for correction of ordinance violations; verifies accomplishment of corrections; initiates appropriate enforcement action in cases of noncompliance.
3. Provides general information regarding the county’s land use ordinances, including the sanitation regulations for septic systems and wells, for the general public, contractors, real estate agents, attorneys, lenders, appraisers, plumbers, surveyors, engineers, and land developers in written form, orally and through on-site visits.
4. Reviews and inspects conditional use permits, variances and septic system plans for compliance with established conditions.
5. Investigates and prepares ordinance violation complaint reports. Testifies in court proceedings regarding land use ordinances, septic systems and well ordinance violations, when needed or required.
6. Performs onsite inspections of private onsite wastewater treatment systems, wells and land use ordinances.
7. Assists in assigning E-911 numbers for the unincorporated areas of Chippewa County.
8. Assists in the maintenance of county GIS data layers utilizing CADD and various GIS programs.
9. Assists landowners, professionals and other units of government in the search of land boundary information within the computerized system or files of the office and prepares copies of information.
10. Researches records in various public offices for the purpose of compiling data for land records mapping.
11. Other duties as assigned.
Minimum Qualifications:
Bachelor degree in Planning, Environmental Health or closely related field with a minimum of one (1) year of work or field experience working in Land Use, Zoning, Land Conservation, or a closely related area; or any combination of education and experience that would provide equivalent knowledge, skills, and abilities.
Well Location Inspector and Soil Erosion Inspector licenses required within six (6) months of hire.
Private On-site Wastewater Treatment System (POWTS) Inspector, Certified Soil Tester (CST) licenses required within twelve (12) months of hire.
Uniform Dwelling Code (UDC) Construction Inspector License required within 18 months of hire.
A valid Wisconsin driver’s license is required.

While the following tasks are necessary for the work of the department, they are not an essential part of the purpose of this position and may also be performed by other department members:
Completes permit applications using the county’s permit tracking software.
Assists the general public at the front counter, and provides administrative office support when needed.
Researches land records documents.
