Job Description
This position is open for bids and for all qualified job seekers simultaneously. This vacancy will be filled in accordance with applicable union contract provisions. Current employees of MN.IT Services who are currently in an Information Technology Specialist 4 position with an IS Planning option code and who are eligible to bid will be considered prior to filling the position via other means.
This position is located at MN.IT Central Services.
The purpose of this position is to provide project management services for large, complex geospatial information technology projects and to help other project managers to mature their use of project and program management standards and methodologies.
The ideal candidate will be a seasoned project management professional with a track record of successfully leading information technology projects through the entire development cycle, from requirements analysis to rollout.
Minimum Qualifications
PROJECT MANAGEMENT
-4 years’ experience managing projects, which must include experience specifically with complex information technology projects;
-Working knowledge of the theory, principles, and practices of project management disciplines; (PMI, Agile/Scrum, RUP, PRINCE2, PRISM, etc.)
-Experience reporting on project activities during all phases of the project life-cycle, including project costs and resource allocation using project and project portfolio management tools.
INFORMATION TECHNOLOGY
-Broad knowledge of IT products and services sufficient to lead large and complex IT projects.
CERTIFICATION
-Project Management Professional (PMP) certification, OR willingness to achieve certification within 12 months of employment start date.
COMMUNICATION SKILLS
-Excellent communication skills, both oral and written;
-Strong presentation skills;
-Experience working with a diverse group of stakeholders (e.g. Management, Team Leads, and other Project Managers);
-Ability to facilitate discussions and lead decision-making with cross-functional teams.
PRE-EMPLOYMENT SCREEN
-Candidate must successfully pass a criminal history check and previous employer reference checks.
Preferred Qualifications
-Previous project management experience with the geospatial efforts.
-Knowledge of GIS technology including: GIS software, geospatial data and applications, standards, metadata, web-based technology, service oriented architecture concepts.
-Knowledge of the principals of the National Spatial Data Infrastructure is highly desirable.
-Associate’s or Bachelor’s degree in business, public administration, computer science or related field.
-PMP Certification or other credentials such as Agile/Scrum Master.
-Advanced study in project management.
-Experience coaching or mentoring less-seasoned project management staff.
-Experience developing/improving project management tools or frameworks.
-ITIL certification.
-Experience managing software development project using a formal life cycle methodology or framework; i.e. waterfall, agile, and prototyping.
-Experience identifying, quantifying, and documenting requirements through business analysis methodologies.
