Description

The primary purpose of this position is to assist in the development and maintenance of the Land Records Department’s Geographical Information System.

Example of Duties:

  • Compile and maintain GIS datasets in ESRI geodatabase and Shapefile format.  Example datasets include geocoded road centerline, hydrography, topography, parcels w/ join to assessment database, PLSS, survey locations, rural addressing, & minor civil divisions.
  • Maintain, in both hardcopy and electronic formats, a comprehensive database and geographically referenced filing system of all Bayfield County plats and maps of survey, abandoned railroad rights-of-way, highway projects, historical maps, survey monument records, and survey field notes.
  • Create thematic maps and projects.  These special purpose projects are for an array of clients for a variety of purposes.
  • Serves as primary contact for callers and walk-ins.  Must have ability to respond to a wide variety of technical issues and to accurately disseminate information and/or data.  Answer questions from public, private sector professionals, Bayfield County staff, and other governmental agencies on a wide rance of land records related topics.
  • Assume the role of Land Records Department Deputy in the absence of the Department Head and Tech. II.
  • Perform traditional office management tasks, as required, in support of the Land Records Department such as typing, bookkeeping, filing, record keeping, and information retrieval and distribution.
  • Maintain a variety of records including departmental budget, pending/disbursed invoices, receipts, mileage records, vouchers, bi-monthly wage/salary reports and grant receipts and disbursement.
  • Assist with preparation of annual budget and ancillary data.
  • Answer questions from public, private sector professionals, Bayfield County staff, and other govermental agencies on a wide range of land records related topics.

Qualifications:

Physical Requirements:  Physical requirements of this position require long periods of sitting, extensive use of computer monitor, keyboard entry, frequent and repetitive movement of arms, fingers, and wrists, occasional travel to training conferences or seminars, occasional bending, and stooping, infrequent lifting of heavy objects.  Work in the field to collect GPS information holding GPS for long periods of time (work day) in remote areas, including riding a bike and hiking in wooded and open hilly terrain.

  • Bachelor degree in geography, land records, surveying, planning, cartography, engineering, or closely related field.
  • Equivalent work experience consisting of at least two years of progressively responsible work experience in geographical information systems.
  • Knowledge of property descriptions, principles of surveying, legal documents related to property ownership, aerial photography, automated map production, GIS development and analysis, database management and design, coordinate systems and projections and quality assurance and control.
  • Significant computer and software experience and proficiency using various GIS application software.  Proficiency in ESRI ArcGIS-Editor and in database development is mandatory.  
  • Significant computer and software experience and proficiency using Windows based programs including: MS Word, MS Excel, MS Access, and MS Outlook, Adobe Acrobat, WinZip, 7-Zip & graphics/photo editing applications.
  • Demonstrated or verifiable experience using Internet Applications and understand the basics of interactive mapping web design for ESRI, Google and/or Open Source.
  • Verifiable experience using modern office equipment including: Fax, photocopier, engineering copier, digital camera, plotter, printer, computer, scanner, gps, and telephone systems.
  • Above average verbal, written, and cartographic communication skills.  Strong organizational skills.  The ability to collaborate, communicate, and work effectively with a diverse range of people.
  • Attention to Cartographic Detail.

Supplemental Information:

  • Ability and willingness to learn Land Record Department’s programs, operations, and policies, and those of other agencies that impact land records modernization. 
  • Ability to use GPS and GPS Camera in the field to update GIS layers.
  • Ability to use IPAD and/or other mobile devices to collect and disseminate data.
  • Knowledge of geographical information systems, and methods of data development, data interpretation, data compilation, data maintenance, and data distribution.
  • Ability to read and understand topographic maps, maps of survey, deeds, legal descriptions, PLSS monument records, wetland/floodplain maps, and plat books.  
  • Ability to demonstrate a high level of knowledge in the use and application of GIS specific software as well as the use of Windows based word processing, spreadsheet, database, and email application software.
  • Knowledge of county property ownership maps and rural addressing system, and ability to maintain and update parcel datasets and geocoded roads database.
  • Pleasant and patient demeanor with clients; the ability to simplify and explain complex concepts in understandable, layman’s terms.
  • Ability to prioritize projects and manage time efficiently.
  • Ability to support and promote departmental goals and programs.
  • Ability to use traditional and non-traditional educational opportunities to continue to hone existing skills, and to acquire new skills, that will further the stated goals and objectives of the Land records Department.
  • Possess strong computer literacy, ability to type, and ability to operate complex office machines and equipment.
  • Ability to analyze current policies and procedures, identify precedents that have been set, and recommend change in order to assist management in determining best practice or to increase efficiency.
  • Accuracy and quality control/quality assurance.  The ability to create, record and disseminate information rapidly and accurately through a variety of mediums such as maps, spreadsheets, email, databases, telephone conversations, and letters.
  • Ability to prioritize workload and carry out assignments with minimal supervision.
