The Metropolitan Council operates the regional transit system; collects and treats the region’s wastewater; serves communities through affordable housing programs; establishes policies for the region’s growth; and addresses the region’s needs for transportation, aviation, water resources, and parks and open space.

The GIS unit is part of the Information Services department, which provides technology services to all operating units of the Metropolitan Council.  GIS employees help Council staff use geospatial technology in innovative ways to efficiently and accurately analyze and communicate issues of concern to the Council and its stakeholders.  They produce products such as web applications, datasets, maps and analytical reports; they empower Council employees to analyze geospatial data to create plans and make decisions; they research innovative ways to use geospatial technology to meet the Council’s needs; and they promote GIS data sharing and collaboration among government organizations in the region.

This position will work with Metro Transit, Environmental Services, Community Development and other parts of the Metropolitan Council to develop new and innovative GIS applications and databases.  This position will also lead GIS projects; perform spatial analyses and processing tasks; utilize GIS programming techniques; and collaborate with other internal and external GIS professionals to efficiently deliver GIS products, applications and services.  Work tasks are varied and provide challenging and rewarding opportunities.

EXAMPLES OF DUTIES:

    • Serve as project lead for specific Metropolitan Council GIS needs and initiatives.
    • Assist GIS desktop software users by answering questions, solving technical problems, teaching techniques and demonstrating best practices.
    • Design, develop, implement and maintain GIS data and applications.
    • Design, evaluate and recommend specifications for data, data acquisition and data development.
    • Conduct spatial analysis tasks related to regional planning, transportation, transit and the environment.
    • Review currents trends in GIS technology and related fields.
    • Respond to GIS map, report and database requests.
    • Coordinate with MetroGIS Liaison.
    • Coordinate work groups, subgroups and focus groups related to collaborative projects.
    • Design, create and deliver presentations both within the Council and externally, including conferences.
    • Respond to requests for information by staff, other governmental agencies and the public.

QUALIFICATIONS:

A Bachelor’s degree in Geography, Geographic Information Systems or closely related field AND three (3) years of full-time, professional related work experience using Esri software and other geospatial  technologies.

Equivalency: A Master’s degree in Geography, Geographic Information Systems or closely related field AND one (1) year of full-time, professional related work experience using Esri software and other geospatial technologies.

Desired Qualifications

    • Master’s degree in Geographic Information Systems.
    • More than three (3) years of full-time experience as a GIS Professional using Esri software.
    • Experience organizing and leading geospatial projects with multiple stakeholders.
    • Experience directly supporting ArcGIS desktop software users.
    • Experience developing geospatial datasets and metadata.
    • Experience programming and scripting within the Esri software environment, particularly with Python.

Knowledge, Skills and Abilities

 

    • Knowledge and understanding of geospatial technology, principles and software.
    • Knowledge of database design, information needs and meta-data.
    • Knowledge of statistical analysis techniques and quantitative geographic analysis methods.
    • Knowledge of relational database management systems and ArcGIS scripting languages.
    • Knowledge of current web development trends and technologies including Open GIS standards, REST, AJAX.
    • Experience using Esri software (ArcGIS Desktop, ArcGIS Server, ArcGIS Extensions) including tools and databases such as Model Builder, Shapefiles, Geodatabases.
    • Experience with direct customer support for GIS users.
    • Experience creating programs and scripts using Python, Javascript, .NET (C# or VB), HTML.
    • Experience using MS Office Suite including Word, PowerPoint, Excel and Access.
    • Language skills sufficient to: read, analyze and interpret system documentation, technical procedures, rules and regulations; write reports, business correspondence and procedural manuals; present technical information and concepts to non-technical audiences and system users; and respond professionally to questions from groups, customers or clients. 
    • Human relations skills sufficient to provide basic client services to the public and other departments in the organization using tact, courtesy and cooperation.
