Job Description:

This is a MN.IT@MNDOT vacancy, supporting the business operations and customers at the Department of Transportation.

This position provides Microsoft .NET application, database application, and web service development for the MN.IT Services@DOT on a professional development team.  This role will provide application development individually and on project teams.  The incumbent will provide technical expertise in the analysis, design, development and maintenance of large to medium sized information technology projects to ensure that MN.IT@DOT application resources are shareable and reusable and are managed as strategic resources.  

Duties Include:

  • Providing technical expertise in the analysis, design, development, and maintenance of large to medium sized information technology projects to ensure that MN.IT@DOT application resources are shareable and reusable and are managed as strategic resources;
  • Providing Microsoft .NET application maintenance, database application maintenance, and web service maintenance for existing applications, databases, and enterprise web services;
  • Acquiring new knowledge and skills so that MN.IT@DOT application development activities align with the most recent innovations and learning.

Minimum Qualifications: 

Experience: This position requires 2 years of professional IT experience in Microsoft .NET desktop and web application design, development, and maintenance using Microsoft Visual Studio 2010 or Visual Studio 2012.

This position requires 3 years of GIS experience in an ESRI ArcGIS desktop and server platforms.

This position requires demonstrated experience with ESRI’s JavaScript Web API.

KNOWLEDGE, SKILLS, and ABILITIES:

KNOWLEDGE: 

  • Familiarity with developing and supporting enterprise web services; 
  • Knowledge of emerging trends in application management; 
  • Knowledge and understanding of network and data infrastructure environments and their relationships to application management. 

SKILLS: 

  • Skill with application modeling; 
  • Skill designing and developing applications for a distributed environment; 
  • Skill in object-oriented programming; 
 ABILITY:
 
  • Ability to apply techniques such as iterative development and rapid application programming.

Preferred Qualifications: 
  • 5 years’ experience in Microsoft .NET application design, development and maintenance, including hardware, operating systems, programming languages, code libraries and user standards;
  • Experience with Microsoft .NET 4.0, HTML5, CSS, Asp.net MVC, with solid JavaScript knowledge.
  • Experience with Oracle 11g, Oracle PL/SQL;
  • Experience with Microsoft 2008 R2 Server Administration (IIS in particular);
  • Experience programming in Python (2), Microsoft PowerShell, and supporting tools CVS, TFS, and Microsoft software testing technologies;
  • Experience with mobile application development and support;
  • iOS and Android development experience.
  • Experience with Agile and Scrum development methodologies.
  • ESRI’s Web API for Flex or Silverlight.
