Job Title: Forest Inventory/GIS Project Forester
Status: Regular Full-time
Supervisor: Inventory & GIS Forester
Rate: GS 7-9
SCOPE OF WORK:
The incumbent is responsible for assisting the GIS/Inventory Forester with the management of all GIS mapping systems and Forest Inventory databases to provide information that supports forest management. This includes field work to collect data on the forest and office work maintaining the databases, equipment and map production. Also assists the GIS/Inventory Forester in training technicians and foresters to use equipment and follow data collection standards.
DUTIES AND RESPONSIBILITIES
General MTE
1. Knowledge of the Menominee Reservation and forest management program and operations
2. Knowledge of MTE Forest Management Plan.
3. Knowledge of National Environmental Protection Act, Tribal Ordinances, and State-recognized Best Management Practices.
4. Knowledge of National Mapping Standards.
Forestry
5. Experience in timber cruising techniques to determine volume and basal area, tree species identification, and tree defect.
6. Experience in cruise design and sampling techniques, error estimation, and forest biometrics calculations.
7. Experience in Kotar Habitat Classification and plant identification essential to implementing the Kotar system.
8. Perform Quality Control and Quality Assurance on field data and database output.
9. Continuous Forest Inventory (CFI) measurement and crew supervision.
GPS, GIS, and DBMS
10. GPS navigation and data collection using ArcPad on various GPS data loggers, including the knowledge of the principles of differential correction (post-processing).
11. Knowledge of maintaining the Operations Inventory system (e.g. cover typing and other attributes) after survey data has been collected.
12. GIS editing, data maintenance, and map production.
13. Skill in assisting with maintaining the MTE enterprise-level GIS database. Edits are to be performed in the ArcGIS 10.x environment using the geodatabase data model, with minimal supervision. Database accuracy and maintenance standards are to be strictly adhered to in order to preserve the integrity of the database.
14. Skill in manipulating an MS Access database (basic queries in SQL and reporting).
15. Skill in developing and maintaining spreadsheets in MS Excel.
Communications and Organization
16. Ability to communicate in a professional manner to maintain effective relationships with employees and other resource professionals.
17. Ability to prioritize tasks and work flexible schedules due to the demands of deadlines.
18. Ability to perform data entry, editing, and quality control on a computer efficiently and effectively.
19. Ability to actively track status of projects against due dates and communicate achieved objectives with GIS/Inventory Forester.
20. Ability to train staff on mapping, GPS, and database entry tasks.
21. Ability to develop and update manuals, technical documentation, tally sheets, and guides as new projects unfold.
22. Ability to accept and perform other duties as assigned by supervisor.
ENVIRONMENTAL/WORKING CONDITIONS AND SAFETY ISSUES:
Works outdoors independently for extended periods in adverse terrain and weather conditions throughout the year. Must be capable of walking cross country for extended distances (up to 5 miles) and periods of time (up to 8 hours). Required to wear necessary personal safety protection when in the forest or mill areas. Must be able to lift up to 20 lbs.
QUALIFICATIONS & REQUIREMENTS:
1. Requires Bachelor’s Degree from an accredited four year College or University in Forestry, including course work in forest measurement and GIS.
2. 2 years of demonstrated experience in forest inventory data collection and GIS
3. Knowledge of: ArcGIS 9.x or higher, Forest Habitat (Kotar) identification, computer skills in MS Excel, Word and Access.
4. GISP certification is advantageous
5. Although not required, experience in CFI/FIA data collection is desirable
6. Must possess a valid Driver’s License and be insurable under MTE insurance standards.
