Job Duties:This position serves as an agency principal authority on strategic business planning regarding the uses and feasibility for employing complex or emerging technology into systems development projects.  A primary responsibility of this position is to coordinate the Geographic Information Systems (GIS) activities for the department and provide business redesign planning, analysis and design support to all project team members. This position will make programmatic decisions and establish technical policies, parameters, and standards on an agency-wide basis for the assigned program areas, such as GIS.

The major goals of this position are to follow the Department’s methodology in performing all standard project leader tasks; to facilitate project meetings; provide assistance with workflow and software test planning and execution; to regularly assess and document return on investment and make recommendations for business function quality improvements; and to recognize business process, data, system enhancement and information access implications as a result of business/IT system redesign and to interface with appropriate staff on these requirements, as necessary. 

As a management team member this position will participate in discussions and decision-making regarding the best use of agency staff resources across divisions to develop and/or implement new technology.

Job Knowledge, Skills and Abilities:   

  • Strategic planning and/or business plan development, including experience in business systems development and analysis.
  • Effective supervisory skills as well as knowledge and ability to apply effective management and leadership techniques.
  • Esri’s ArcGIS technologies including experience with Esri geo-databases, spatial analyst tools, spatial statistic operations, and other data management tools. ArcGIS for Desktop (Advanced / ArcINFO), ArcGIS Server, and Spatial Database Engine (ArcSDE).
  • GIS technology principles, practices, and application development techniques.
  • The interpretation of graphic representations of infrastructure and the use of graphic materials such as county boundaries, site plans and legal descriptions in order to illustrate or clarify information.
  • The analysis, development and management of information systems including, field data collection (e.g. field computers and GPS), data modeling, GIS, and the creation of applications.
  • Relational database knowledge, management, creation and maintenance including knowledge of SQL, MS Access.Service.
  • Delivery practices, including skill in customer service delivery at the highest levels. Project and portfolio management methodologies to ensure established goals and objectives are met. Building consensus among diverse groups and individuals.
  • Communicate effectively at all levels and in diverse environments both orally and in writing; this includes effective listening. Organize, prioritize and perform multiple tasks.
  • Conduct effective technology research and bring back proposals to management team.
