This position will assist with the implementation of the PSC’s statewide water utility regulatory program, including implementation and evaluation of water conservation and efficiency efforts. Duties include creating and updating databases related to the PSC’s water conservation efforts; publishing a water utility fact sheet; researching methods for delivering effective water conservation programs; assisting with the development of outreach materials and website content; analyzing information submitted by water utilities; and preparing written reports for PSC decision makers and the public; assisting with the development of administrative rules.
Required Knowledge, Skills, and Abilities:
Depending on the skills and interests of the applicant, additional projects are possible, including: assisting PSC staff with water rate cases; developing a conservation needs index; analyzing utility billing and rate-setting practices, developing web-based applications and GIS maps to provide the public with information about water rates and water use.
The ideal candidate will be a graduate student in water resources, environmental studies, civil engineering, economics, public policy, or related fields. Candidates must have an interest or experience in public utility regulation, water conservation and efficiency, and/or water resource management. Candidate should have good organizational skills and an ability to analyze complex information in a logical manner, as well as excellent written and verbal communication skills and demonstrated experience using Microsoft Access database and/or Microsoft Excel spreadsheet software to analyze large data sets.
