Summary
Performs administrative professional planning work directing the activities of the Planning and Development Department which involves responsibility for: the efficient operation of the department; formulation of policies and procedures; coordinating the activities of all the department’s functional units; establishing and maintaining liaison with other department heads, governmental officials and community groups.
Essential functions:
- Manages assigned operations to achieve goals within budgeted funds and available personnel
- Plans and organizes workloads and staff assignments, reviews progress, directs changes in priorities, and schedules as needed to assure work is performed in a timely and efficient manner according to appropriate guidelines, procedures, and legal regulations
- Selects, supervises, and evaluates assigned staff
- Establishes work rules and performance standards, conducts or oversees performance evaluations, and initiates and implements disciplinary actions as warranted
- Resolves grievances and other sensitive human resources matters
- Provides for the training and motivation of subordinates in order to make full use of individual capabilities and to meet changing system demands
- Supervises planning, housing, community and economic development, land and water conservation, land use regulation, emergency management, recycling, land information, surveying, property listing, GIS and special projects programs
- Enforces Eau Claire County Code Title 18
- Directs and supervises the development of current and advanced planning programs
- Acts as technical advisor to and liaison between County departments and committees in plan preparation and implementation
- Directs the implementation and enforcement of all zoning, subdivision control and other land use regulations
- Provides direct staff support to Committee on Planning and Development and the County Industrial Development Agency
- Oversees, reviews, directs, and coordinates the department’s grant writing and provides technical support to other departments in grant writing
- Directs the County’s economic development program
- Negotiates public and private partnership agreements involving aspects of economic development
- Makes recommendations regarding the sale of public land and any financial assistance incentives
- Develops and coordinates the implementation of department policies and procedures
- Assures County compliance with Federal, state, and local laws, rules, and regulations
- Interprets existing policies
- Monitors County operations and changing legislation to determine new or modified policies and procedures
- Provides planning leadership and direction and develops short- and long-range plans, goals, and objectives for assigned operations and assists departments in the development of their staffing plans
- Reviews and updates annual plans
- Coordinates departmental activities with other County departments and outside governmental agencies
- Prepares and justifies departmental budget, based on staffing and resource requirements, cost estimates, division objectives, and departmental goals
- Monitors departmental expenditures
- Serves as liaison between the County and other local units of government on planning related matters
- Keeps public advised on planning and development issues
- Performs other planning and community development functions and relevant work as directed
- Oversees recruitment for vacant positions in the department
- Performs other related duties as assigned
Required qualifications:
- Bachelor’s degree in Planning, Urban Studies, or Public Administration, or a closely related field
- Five (5) years of progressively responsible administrative experience in a planning agency at the municipal or county level including three (3) years of supervisory and managerial responsibilities
Licenses, certificates, and other requirements:
- Appointment will be conditional upon successful completion of a criminal background check
- Must possess and maintain a valid Wisconsin driver’s license and acceptable driving record
- Must establish residency within 45 minute response time by automobile to Courthouse prior to completion of probationary period, and maintain such residency thereafter during employment
