Job Duties:   This position functions as a systems business analyst and development project manager supporting the IT needs, specifically in Geographic Information Systems technologies, for the divisions and department programs. This position has a central role in understanding the division, bureau and program area business needs, incorporating this understanding into a division and enterprise perspective, providing this perspective as input to the shaping of the enterprise IT services, and connecting enterprise IT resources to the bureau and program area business functions.

The scope and latitude of activities associated with this position are very broad. This position provides consulting expertise in coordinating the resolution of IT issues and decisions in a business context. It requires extensive knowledge and expertise in business process analysis, information systems, project management, GIS, and the role of current state-of-the-art information technology in business areas. This position provides project management/team leadership for various efforts. It also manages customer relationships, provides technical direction to development workgroups, performs and reviews analysis and designs for applications, and oversees vendor contracts associated with outsourced work activities.

Communication and building business partnerships across various divisions and business areas as well as the enterprise IT environment are key to this position’s success. Interaction with staff and personnel from all organizational levels and areas of expertise from within and outside of the department is an essential component of this position. The work is multi-tasking in nature, self-initiated and conducted independently. This individual is expected to be a leader, proactive, and highly responsive to queries from the business units.

Job Knowledge, Skills and Abilities:   Well qualified candidates will have: 

  • Knowledge of Microsoft Professional Office suite, including MS Project; IT application development methods and techniques; QA and system testing tools and techniques; current and emerging industry technology, trends and standards; Internet tools and technologies; and Enterprise Architecture Planning and Strategic Planning. 
  • Excellent skills in business process improvement (assessment, design, and implementation), time management, complex problem solving, and interpersonal communication, both orally and written. 
  • Excellent skills with GIS technology, concepts, procedures and techniques and working with spatial data techniques. 
  • Experience in analyzing incomplete information, evaluating alternatives, making appropriate recommendations for strategic and enterprise wide solutions; identifying correct tools, and using tools to solve problems; formal and structured project management; creating and giving presentations; leading workgroups and teams; establishing and maintaining effective working relationships across the business units; and documenting and maintaining accurate and detailed records. 
  • Demonstrated ability to develop maps and map series. 
  • Experience and knowledge with business requirements definition principles, practices, and techniques.
