Job Summary
Performs work of considerable technical difficulty. This position requires a well-trained individual with both educational and professional experience within a very specialized field. Individual needs to be highly technical, analytical, and have the ability to communicate with others with various degrees of knowledge. This position specializes in Geographic Information Systems (GIS), land records database development, analysis, and mapping. Assists the GIS/LIO Coordinator in implementing the County Land Records Modernization Plan . Helps develop GIS capabilities among departments, agencies, municipalities and the public.
- Develop and maintain GIS enterprise database for multiple departments and systems
- Develop and improve GIS processes and efficiencies using scripting/programming languages such as Python
- Develop, program, and maintain GIS mapping web site
- Implement new applications and technologies
- Collaborate and form partnerships with other departments, agencies, and municipalities to develop GIS capabilities and integrated land information systems
- Develop new processes/standards and improve existing processes/standards to increase departmental efficiencies
- Develop and maintain project documentation and metadata
- Complete GIS and data analyses with custom mapping and reports
- Analyze various data formats and perform statistical calculations
- Prepare written and oral reports/presentations to communicate analytical results
- Create maps for plans and presentations
- Solve practical problems using GIS tools and methods and by accurately interpreting data using scientific thinking
- Use mathematical calculations and statistical analysis for factor analysis and probability determination
- Interface enterprise GIS with other databases and systems
- Create new and modify existing GIS data using GIS editing processes
- Collect and maintain GIS databases, land records, and maps
- Perform quality control procedures to ensure GIS database integrity
- Convert data between different formats and systems
- Train and support staff across a number of County departments
- Implement and train staff on new applications and technologies
- Speak in front of groups / make presentations to inform and educate County staff and others about GIS technology
- Troubleshoot problems that may arise with the GIS system
- Assist the GIS/LIO Coordinator in implementing the Land Records Modernization Plan
- Assist the GIS/LIO Coordinator and others with new initiatives
- Participate in the Land Information Council
- Participate in Brown County Planning Commission meetings
- Participate in the Wisconsin Land Information Program & Association
- Participate in the Wisconsin Land Information Officers Network
- Assist as needed as an Emergency Operation Center resource
Minimum Qualifications Required:
Knowledge, Skills & Abilities:
Knowledge of basic principles of geographic analysis and GIS.
Knowledge of ArcGIS Desktop and the extensions.
Knowledge of ArcSDE.
Knowledge of GeoDatabase design principles.
Knowledge of ArcGIS Server and extensions.
Knowledge of database management fundamentals.
Knowledge of basic statistical methods.
Knowledge of cartography principles.
Knowledge of and ability to utilize a computer and the required software.
Knowledge of scripting languages such as Model Builder and Python.
Knowledge of databases such as Microsoft Access and SQL Server.
Knowledge of Adobe graphics software.
Knowledge of AutoCAD.
Knowledge of Federal Geographic Data Committee (FGDC) metadata standards.
Knowledge of Adobe software.
Skill in the performance of statistical calculations and analysis.
Skill in collecting, analyzing, and interpreting spatial data.
Skill in preparing clear and concise written oral reports.
Skill in interpretation of aerial photography.
Ability to use ArcGIS (ArcInfo and extensions) and other GIS applications to create maps for plans and presentations.

Ability to create maps and other products that are easily understood by local officials and the public.
Ability to create and utilize large spreadsheets and databases for mapping projects.
