Under the direction of the Public Works Director, the project manager oversees facility design and construction projects, including organizing and reviewing building and construction plans, and preparing contract documents, legal easements, and assessment notices.  The project manager also coordinates City projects with the engineer and contractor, completes site visits to monitor progress and compliance, and attends project meetings.  This position is also responsible for the storm water and erosion control permit program, and the City’s GIS program.

 

Duties and Responsibilities:

The following are not to be construed as exclusive or all-inclusive; other duties and responsibilities may be required as assigned.

Public Works Responsibilities:

  • Assists with the administration of public works and facility construction projects including, but not limited to, preparing easement documents, preparing project notices and assessment notices, hosting public information meetings, attending weekly progress meetings, and coordinating media updates and publication.
  • Serves as staff representative for the Facilities Committee and completes required administrative work.
  • Serves as staff representative for the Sustainability Committee and completes required administrative work.
  • Assists with the preparation and updating of project plans, specifications, RFPs, and cost estimates for public works and facility projects.
  • Coordinates the storm water and erosion control permit program with assistance from the City’s consulting engineer.
  • Reviews and processes storm water credit and exemption requests with assistance from the City’s consulting engineer. 
  • Reviews FEMA floodplain maps and maintains related files, with the assistance from the City’s consulting engineer. 
  • Assists with the preparation of the annual operating and capital budgets for the department. 
  • Prepares grant applications and administers grant reporting for associated projects. 
  • Inspects construction projects to verify compliance with contract specifications and other requirements. 
  • Represents the City of Monona in a professional and courteous manner.  
  • Performs any other related duties that are not listed here that may be required for this position, or as assigned by the Director of Public Works or City Administrator. 


GIS Specialist Responsibilities:

  • Manages and operates GIS using ArcGIS and Micro Station software to perform a wide range of technical support functions. 
  • Prepare clear and practical maps of existing water, sanitary sewer and storm water systems for construction studies. 
  • Maintains permanent water, sanitary sewer and storm water record systems.  Creates and maintains Public Works infrastructure databases and map documents.
  • Coordinates and maintains Web GIS application.
  • Oversees the work of the GIS intern and assigns projects accordingly.
  • Updates mapping for other City departments (Parks, Planning and Community Development, Police, Fire).
Qualifications:
  1. Five years of progressive experience in project management or construction management is required. 
  2. Experience with IT and GIS programs are desired. 
  3. Education requirements include a Bachelor’s degree in project management, construction management, engineering, or architecture. 
  4. A valid State of Wisconsin driver’s license is required.
Knowledge and Abilities:
  1. Knowledge of the principles, tools and techniques in the engineering field.
  2. Familiarity with storm water, water, and sewer infrastructure, and street design and construction.
  3. Excellent overall computer skills in a variety of software applications including, but not limited to: Word, Excel, Access, Arc View, Micro Station, Photoshop, Power Point, Outlook and Adobe Professional.
  4. Ability to coordinate updates and maintenance of Geographic Information Systems.
  5. Ability to prepare drawings from field notes and records.
  6. Ability to assign and/or carry out duties and give and/or follow oral and written instructions.
  7. Ability to coordinate and manage projects associated with public works construction or related fields.
  8. Ability to interact effectively with the public, communicate effectively orally and in writing, and instruct others on computer applications.
  9. Ability to work with the City’s IT consultant to identify technology needs and procure appropriate software or hardware as needed.

Minimum Physical Abilities:

  1. Ability to move about a work site under construction and to move from one work site to another.
  2. Ability to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection; using measurement devices.
  3. Ability to receive and give detailed information through oral communication.
  4. Ability to perform some work outside in adverse weather conditions.
