Summary

The GIS Specialist provides support and expertise to assist in developing and maintaining the County’s geographical information system (GIS), including the E-911 system and land information records. This position coordinates with multiple departments to develop valuable datasets that can be implemented in the countywide GIS. The GIS Specialist will provide system and data support to other departments as needed. The GIS Specialist also participates in the maintenance of all land ownership listings, assessment rolls, and tax rolls, serving as the Real Property Lister. This position also works with dispatch and emergency management as the E911 Coordinator.

 

General Duties

  • Serves as a member of the Jackson County Land Information Coordination Council
  • Acts as the Land Information Officer alternate
  • Keeps current with legislative changes pertinent to geographic information, land information, property assessment, real property listing and E-911
  • Attends conferences, seminars and educational training as needed; keeps up to date with changes and advances made in geospatial technology, real property and E-911
  • Supervises any GIS Intern, limited term employee or other staff assisting the office
  • Manages GIS, E911 and Real Property projects with contracted vendors
 

Education – Knowledge – Experience

  • Bachelor’s degree in Geography, Cartography, or related field (with emphasis in GIS)
  • Minimum of two (2) years’ GIS/automated mapping experience
  • Experience with ESRI’s ArcGIS Desktop and ArcGIS Server
  • Knowledge and ability to work with computer hardware and software associated with GIS mapping (i.e. computers, printers, scanners, servers and plotters) and other department specific software
  • Knowledge of the following: drafting mathematics and mechanics, land records, metadata standards as it pertains to GIS mapping, public land survey system, legal description interpretation and methods used to transfer real estate, and exchange of land information between various levels of government as well as exchange between county government
  • Knowledge of the principals of photogrammetry
  • Knowledge of map projections and coordinate systems
  • Knowledge of land title laws and legal documents
  • Knowledge of public land survey system
  • Knowledge of property listing and assessment software
  • Knowledge of database structure and management
  • Knowledge of creating, processing and managing spatial (raster and vector) and tabular data
  • Knowledge and experience with personal computers and
  • related hardware such as storage, archiving, data output, printing, file transfer and maintenance
  • Knowledge and experience with computer operating system such as Windows XP/Vista/7 as well as the Microsoft Office Suite
  • Knowledge of Microsoft SQL server
  • Proficient skills in the use of ESRI products, most specifically ArcGIS Desktop, ArcGIS Server; programming languages such as Visual Basic or Python is beneficial
  • Proficient in typing skills
  • Ability to successfully pass security requirements established by the Sheriff’s department
  • Ability to work with limited supervision and make independent decisions regarding GIS, E911, and Real Property Listing activities
  • Ability to instruct/train new ArcGIS users and give direction to land information services regarding GIS activities
  • Ability to communicate effectively (orally, in writing, or electronically) with other departments, local, state, and federal governments; outside agencies and the public
  • Ability to write requests for proposals and grant applications
  • Ability to read and interpret complex legal descriptions, deeds, surveys, other legal documents of transfer
  • Ability to read, analyze, and interpret the English language
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the public by using oral and written communication skills
  • Ability to perform basic mathematical computations as well as the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
  • Ability to define problems, collect data, establish facts, draw valid conclusions, and exercise decision making skills
