Description:

Currently under the direction of the Treasurer, this position is responsible for organizing, preparing, creating, and maintaining accurate real estate parcel data, while acting as a liaison for title companies, attorneys, surveyors, Wisconsin Department of Revenue, municipal officials, county departments, and the general public.  Organizes and performs skilled technical work in compliance with Wisconsin Statute 70.09.

Essential Duties:

Performs and maintains the property assessment database including, but not limited to, accurate entry of real estate and personal property transfers, creations of tax parcel numbers, calculation of tax rates, forestry contracts, mailing and property (fire number) addresses, valuation changes.  Supervises and assigns the work of personnel within the Property Listing division of the Department. Prepare and handle phone calls and emails from the general public, as well as other agencies, regarding real estate and property tax transactions. Write brief legal descriptions to reflect new descriptions and splits in properties created by a recorded document or survey. Notify property owners of discrepancies in legal descriptions and documents. Assist Assessors, Municipal Clerks, other County departments, and county tax payers with locating, documenting and verifying lands.  Flag all real property in need of an assessment review. Balance all real and personal property assessments with Municipal Assessor  before finalizing those assessments with the Department of Revenue including manufacturing values.  Update and balance Department of Natural Resources Managed Forest Land (MFL) and Private Forest Crop (PFC) contracts.  Prepare all necessary forms for Municipal Clerks in order to obtain timely data the Real Property Lister needs to prepare Tax Statements.  Obtain and accurately enter Special Assessment/Charges, and Special Districts.  Obtain all local municipal levies, and any other taxing jurisdictions levies and charge-backs in order to calculate mill rates for each municipality.  Prepare, calculate and generate tax statements for Douglas County.  Prepare all necessary data collection files, forms,  and reports for Tax Collection Settlements.  Annually (January/February) responsible for the rollover of the Property Assessment Database to the current year.

 Minimum Qualifications:

High School diploma or equivalent with follow-up course work in real estate description, real estate law, real estate mapping and computer assisted map drawing.  Two to three years related experience working with legal land descriptions, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position as those listed in this job classification.  Assessment Technician Certification from the Wisconsin Department of Revenue (WDOR) preferred.  If not already certified as an Assessment Technician, must have ability to obtain the WDOR certification within one (1) year of hire.
