Essential Duties and Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
• Develop or assist in developing planning studies and reports in support of new and updated plans, programs, and regulations.
• Develop or assist in developing and implementing neighborhood plans and revitalization strategies.
• Conduct community outreach and education programs
• Provide guidance and support to citizen committees, neighborhood organizations, boards and commissions, public meetings, community and professional organizations and interdepartmental teams regarding neighborhood planning and revitalization
• Attend and make presentations at neighborhood meetings
• Review or assist in the review of moderately difficult development proposals and site plans for conformance with codes, plans and regulations.
• Collect a variety of statistical data and prepare reports and maps on topics such as census information, land use, tax base data, and occupancy rates.
• Conduct research and analysis and then compiles reports from various city departments relative to issues before various city boards and commissions.
• Evaluate or assist in the evaluation of rezoning, ordinance amendments, site plans, conditional use permits, variances, and other proposals.
• Assist in resolving citizen and customer issues.
• Conduct field evaluations and assessments.
• Attend a substantial number of evening and weekend meetings
• Represent the City on Boards and Commissions as assigned.
• Perform other duties as assigned by supervisor.
Required Minimum Qualifications:
Education and Experience:
Associates Degree in urban planning, architecture, public policy, or related area of study in addition to two years of planning related experience. A Bachelor’s Degree is preferred and may substitute for two years of experience.
Necessary Knowledge, Skills and Abilities:
• Knowledge of the principles and practices of planning.
• Knowledge of a relevant specialization such as land use, transportation, or affordable housing is desired.
• Knowledge of and ability to interpret and enforce city codes and ordinances.
• Knowledge of land use policies and practices and the principals of urban development.
• Ability to gather, analyze and present data both orally and in writing.
• Knowledge of computer hardware and software programs, which may include Microsoft Office, internet applications, and GIS.
• Oral communication and interpersonal skills to explain rules and procedures clearly to the public.
• Creative problem-solving skills to gather relevant information to solve vaguely defined practical problems.
• Ability to work on several projects or issues simultaneously.
• Ability to work independently or in a team environment as needed.
