This position will report to the Waterway and Wetland section in the Bureau of Watershed Management and will develop a comprehensive web based Decision Support System tool and associated spatial database for wetland conservation planning to support an EPA funded wetland program development grant aimed at statewide advanced watershed planning.

(50%) – Design, develop, populate, maintain, plan capacity for, tune and otherwise administer web based Decision Support System tool and associated data warehouses, reporting data structures, and/or data marts with optimal performance goals.
(30%) – Provide technical support of data modeling tools, data design tools, GIS software, data dictionaries, repositories, data warehouse extract/transform/load tools, data reporting tools.
(10%) – Develop and implement procedures to manage information with consistency and quality. Analyze, design, implement, and support data architectures. Design training materials and teach others to use data analysis, design, and management techniques and tools.
(10%) – Study and provide recommendations on new database, data modeling, metadata repository, ETL, reporting, or other data management tools, procedures, and methodologies.

Requirements

The ideal candidate will have experience developing GIS decision tools and a strong working technical knowledge of ArcGIS 10.1 software, Microsoft Office 2010/2013 Suite, ESRI, Model Builder, Spatial Analyst, orthorectified wetland mapping techniques, ArcSDE and Oracle databases. Desired applicants will be proficient working in both Raster and Vector environments performing complex GIS based analysis, familiarity utilizing spatial datasets such as SSURGO Soils, high resolution hydrographic and topographic data, land cover, biological inventory, thematic layers and other metadata produced from a wide array of entities.
