This position is for a web map application developer (January 2015 to August 2015) at approximately 10-20 hours per week (days and times flexible). The incumbent will assist the Wisconsin Environmental Public Health Tracking (EPHT) Program, which is located in the Wisconsin Department of Health Services. The incumbent will support, update, and revise JavaScript language within specified configuration files for an Esri-developed web application that maps environmental and health data in EPHT’s public portal. The incumbent will also interpret business requirements and adhere to technical requirements necessary for success of the public portal launch and inclusion of additional data. Position will be posted until filled.
Approximately 80% of time will be spent on enhancing, troubleshooting, and maintaining a pre-existing web application that maps environmental and health data (EPHT public portal). This includes:
- Update and revise JavaScript code/language within configuration files for the web application.
- Interpret business requirements and adhere to technical requirements necessary for public portal launch and inclusion of additional data sources.
- Work closely with epidemiologists and GIS specialists to assist in preparing and deploying data for the web application.
- Test compatibility of public portal and related data on multiple platforms (e.g., common browsers, operating systems, and mobile devices).
- Work with communications and education coordinator to conduct usability testing for users of the enhanced public portal. Assist with interpretation, evaluation, and documentation of feedback from users of public portal.
- Provide input into the prioritization of items to address, given knowledge of technical feasibility.
- Identify errors with the existing web application and troubleshoot the identified errors.
Approximately 20% of time will be spent on ensuring accurate and timely documentation of processes and protocols involved in enhancing, troubleshooting, and maintaining Esri-developed web application. This includes:
- Document processes used to update and revise configuration files and reasoning associated with them.
- Develop and enhance clear protocols for inclusion of new data sources on the web application.
Knowledge and Skill Requirements/Preferences:
- Knowledge of and experience with the following development languages: JavaScript, REST, Java, C#, SQL.
- Comfort working in Microsoft or Java-based realms: operating systems and platforms (.NET), application servers (IIS, AIRS), architecture, implementation patterns.
- Experience with Oracle, SQL Server, or other RDBMS.
- Ability to solve any number of problems from code bugs to database connectivity to application server.
- General web development experience is required.
- Knowledge of computer software and databases such as Word, SharePoint, Excel.
- Knowledge of the principles of quality assurance and control in the processing and use of data and other information which requires accuracy and attention to detail.
- Knowledge of development of processes and protocols leading to the execution of tasks.
- Knowledge and ability to adequately document processes and protocols to enable them to be replicated in the future.
- Ability to work independently and as a member of small group.
- Experience with Esri software including ArcGIS for Server, ArcGIS for Desktop, ArcGIS Online, and their associated APIs or interfaces.
- Knowledge of general public health principles and terminology is preferred.
