The Department of Administration (DOA), Division of Intergovernmental Relations (DIR) is looking for leaders that are role models who foster creativity, encourage growth and development, openly communicate and effectively support staff efforts. The starting salary for this position will be between $54,876 and $90,548 annually, depending upon qualifications, plus excellent benefits. The Policy Initiatives Advisor – Administrative classification is assigned to Broadband Pay Schedule/Pay Range 81-02. A two-year trial period will be required. This position is located in Madison.

Job Duties:
Under the general direction of the DIR Division Administrator and as a part of the Wisconsin Land Information Program (WLIP), serve as the state’s Geographic Information Officer. Identify Wisconsin’s geographic information needs and priorities, and provide leadership and coordination amongst the geospatial community to meet those needs. Prepare guidelines to coordinate the modernization of land records and land information systems. Job Knowledge, Skills and Abilities:

  • Knowledge of Geographic Information System (GIS) technology principles and practices.
  • Familiarity with GIS, and technical skill in areas such as: geodatabase design, cadastral mapping, historical data archival/retrieval, cartography, data modeling, programming, metadata creation and data publishing, and/or data quality standards.
  • Knowledge of WLIP statutes, administrative rule, and grant program.
  • Knowledge of WLIP stakeholder groups, such as Land Information Officers Network, Wisconsin Land Information Association, Wisconsin Register of Deeds Association, and State Agency Geographic Information Committee.
  • Strong analysis skills grounded in technology, business planning, and management.
  • Strong oral communication and interpersonal skills including the ability to establish credibility, use consensus-building to reach decisions, moderate meetings and panels, and lead a workgroup that effectively and efficiently uses participants’ time.
  • Strong written communication skills including the ability to communicate technical information effectively to a wide range of audiences including the public, and produce clear, concise reports and proposals.
  • Ability to manage projects, and parse large projects into individual tasks to achieve short-term results in service on long-term goals.
