Job Summary:
Manages the Milwaukee County Automated Mapping and Land Information System (MCAMLIS) section within the Department of Administrative Services (DAS) Economic Development Division. Serves as the Milwaukee County Land Information Officer (LIO) and is responsible for coordination and management of County Land information efforts. Directs the section staff, coordinates LIS data integration across county, municipal, state, federal and utility clients. Exercises initiative, judgment and recommends direction of county GIS technologies.
Job Duties:
- Serve as Milwaukee County Land Information Officer (LIO) to officially represent and coordinate Milwaukee County Land Information efforts among federal,
- state, county and local units of government
- Manage County Land Information Office (MCLIO): coordinate land information projects between the county and local government units, between the state and local governmental units and among local governmental units, the federal government and the private sector.
- Manage MCLIO project resources: recommend, manage, design, develop and implement Enterprise LIS data and technologies projects
- Serve as Project Manager for and report to the MCAMLIS Steering Committee; establish annual meeting calendar, prepare, distribute, and archive meeting agenda’s and supporting materials, take and archive meeting minutes, prepare and manage annual budget and coordinate budget with Milwaukee County budget process, manage projects as assigned (cost, schedule, and procurement), prepare reporting as required by the State, prepare financial and operating reports as required by the Committee, and distribute and track distribution of MCAMLIS assets to stakeholders.
- Prepare and manage annual operating and capital budget for DAS/ECD/MCAMLIS. Report, estimate and recommend approval of MCAMLIS project initiatives to the MCAMLIS Steering Committee, DAS and the Count Board
- Research, formulate and recommend Geographic Information System (GIS) technical standards: oversee the construction of metadata for all geospatial data and data attributes in compliance with the content standards for digital geographic geospatial metadata as guided by the Federal Geographic Data Committee and coordinate the preparation of Geographic Information System (GIS) data dictionary.
- Coordinate, organize and promote the distribution and public access of county land records information using best practice implementation methods for Geospatial technologies and data.
- Keep current and in compliance with all Federal and State statutes and standards as related to land records, geographic data, cartographic methodologies, public access, privacy and metadata issues.
- Other duties as assigned.
Minimum Requirements:
- Bachelor’s Degree in Cartography, Computer Science, Geography, Planning or related field.
- Three (3) or more years of experience managing in a working in a comparable Land Information Office, managing an enterprise geographic information system and managing large multi stakeholder (GIS) projects.
- Valid Driver’s License required. GISP is preferred.
