The Department of Transportation has an opportunity for a Local Roads Geographic Editor in our Data Research and Technology Unit. This position will provide assistance and expertise in the maintenance and use of the WISLR GIS database for 100,000 miles of local roads.
Primary focus of this position provides GIS support for WISLR’s Location Control Manager (LCM) annual mileage certification process. WISLR pays approximately $400+ million in general transportation aids to approximately 1923 local units of government. WISLR is a Web based GIS data management system available to WisDOT and local units of government. WISLR provides convenient access to local road data that is critical for enhancing local road decision-making and is WisDOT’s local road asset management tool.
Job Duties:
This position is responsible for providing assistance and performing GIS maintenance related Wisconsin Information System for Local Roads (WISLR) mileage, non-mileage and CVT mapping activities to support WISLR’s annual certification process. These duties include interpreting construction plans and/or supporting legal documentation to accurately perform LCM transactions, communicating with local units of government as needed to ensure required documents are submitted to WisDOT for local road transportation aid eligibility. In addition, the incumbent will utilize various sources to maintain WISLR linework accuracy and currency, provide support in the creation of CVT map maintenance for certification, and provide assistance for processing data.
Additional support duties of this position include developing, updating, and maintaining logs to monitor statewide mileage transaction activities and investigating, analyzing, and assisting in providing response from inquiries from internal and external WISLR users.
Job Knowledge, Skills and Abilities:
- Knowledge of practices in GIS: technology, concepts, techniques, related databases, and cartography
- Knowledge of ESRI ArcGIS software
- Knowledge of a link/site location referencing system
- Knowledge of ON/AT Methodology practice
- Knowledge of GIS data and business attribute data
- Strong analysis and problem solving skills

- Knowledge of interpreting construction plans, sub-division plats, certified survey maps and other legal description/documentation to translate it into linework
