Job Description

Lake County Information Technology is looking for an experienced GIS Analyst. Under general supervision, this position designs and builds webpages offering spatial data functions to internal and external users. This position performs geographic information needs assessments on end user applications; designs spatial data coverage and associated databases; designs and recommends workflows to create and maintain spatial data; maintains the GIS countywide master address database and associated spatial layers and the countywide geocoded centerline geodataset; and provides support to clients and staff on geocoding and address management issues. This position participates in developing and implementing standards; initiates programs and the customization of GIS software to support applications. This position maintains annual map series/atlas production; provides assistance in capacity planning for data storage processes; monitors the impact of GIS applications on the network; creates and monitors automated processes and creates metadata. This position performs spatial data administration support and advanced analysis for special projects. This position participates in teaching end users and provides advanced level support for applications.

 

Required Skills

In order to be successful in this position, the candidate must have extensive skill in the use of online and desktop application programming languages and methods; knowledge of physical addressing conventions and standards including USPS addressing standards and a familiarity of E911, emergency response and law enforcement uses of GIS address data; knowledge of geography as applied to concepts and principles of GIS, map projections and datum’s, coordinate systems and cartographic designs; knowledge of relational database management systems and the ability to use the SQL language. Candidate should have training, experience and understanding of GIS data structure linkage to relational databases and image data formats and characteristics. Candidate must have a good understanding of GIS programming and customization techniques, and the understanding of research methodology; and ability to formulate ideas and present reports clearly and concisely.

 

Required Experience

The preferred candidate will have a Bachelor’s degree with course work in GIS and other studies relevant to county government operations (geography, planning, environmental science, etc.), or equivalent work experience. Formal training or skill in using Esri GIS software including ArcGIS for Desktop and ArcGIS for Server, Microsoft Windows, general office software, a good understanding of Python programing language and a familiarity with C# and SQL. We prefer knowledge of HTML5, CSS and JavaScript and Esri’s JavaScript API and Dojo especially relating to the design of spatial web applications.
