The Department of Natural Resources (DNR) – Environmental Services Division has an opening for an Information Technology Specialist 4 within the Land Quality Bureau.

Duties and Responsibilities

The primary responsibilities of this position include designing, developing, implementing, and maintaining geospatial web applications.  The position will plan, coordinate, and implement a course of action for the assembly and dissemination of currently disparate datasets originating from various water, land, and recreation resource programs throughout the department.  As there will be a wide range of user needs and experience, this will require a thorough coordination effort and strong technical expertise skill set within the position to develop very robust systems.  This position is also responsible for the long-term administration of these applications.

The position will also:

 

  • Develop custom tools and applications (directly or in a lead worker role) that enhance business processes or deliver spatial data and maps over the internet,
  • Manage new GIS application requests in terms of estimating, prioritizing, and scoping, in order to achieve maximum cost effectiveness and efficiencies,
  • Design and implement a thorough quality control plan for geospatial web applications, which will include all necessary data security and data integrity, with documentation and agreement from stakeholders and customers,
  • Research and make technical recommendations to the GIS Section Supervisor and department managers regarding software, hardware, and staffing needs for relevant projects,
  • Work closely with the DNR Geospatial Database Administrator to ensure the volumes of DNR spatial data are well managed and readily available to internal and external customers.

Minimum Qualifications

Graduation from an accredited college or university and experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/ administering Internet sites.

Additional Qualifications

18 semester hours of post-high school education at an accredited college, university or trade school with 12 semester hours of coursework or 6 months of experience to substitute the 12 hours of coursework from which the applicant would have gained the following competencies, as demonstrated by work examples provided in their application:

  • Ability to create, edit, import, export, project, and georeference GIS data.
  • Demonstrated proficiency with the major GIS software products.  These products include ArcView, ArcInfo, ArcGIS, GeoMedia, GeoMedia Pro, etc.
  • Ability to conduct spatial analyses and data queries in order to answer complex questions relating to spatial data.
  • Ability to produce cartographic documents which clearly present outputs from spatial analyses and data queries.  Document formats should at a minimum include hardcopy as well as the following digital formats .pdf, .tif, and .jpg.

 

Applicants must have high level GIS experience, including the integration of geospatial functionality using ESRI ArcGIS APIs or other .NET spatial libraries; must have demonstrated ability in integrating other JavaScript frameworks with mapping APIs; knowledge of programming as it pertains to spatial data management and dissemination over the web; strong database administration skills; demonstrated ability to effectively coordinate large, highly technical spatial data projects with non-technical customers from various backgrounds, and demonstrated ability to concurrently manage multiple projects efficiently.  Applicants must have the ability to effectively communicate, both verbally and in writing, with co-workers, management, other professionals, and the general public.  Must have the ability to produce quality work products in a timely manner with minimal supervision;  capacity to adjust to change, work pressures or difficult situations without undue stress; must demonstrate initiative, a customer focus and team orientation and display high standards of ethical conduct; position is a full-time position and as such, requires regular, punctual attendance.
