Job Description

This position works within the Surveying Division of the Planning and Development Department.  

Comply with statuary duties, maintain survey records, digital Public Land Survey database, direct and supervise surveying operations, maintain liaison and working relationships with county and city departments, and present reports to the Director of Planning and Development and County governing committee. Supervise Deputy County Surveyor and assistants.  Act in quasi-judicial capacity in establishing the corners of the Public Land Survey System.

Job Duties

Plan, design, supervise, and execute general survey work in the field and office.

1. Assist and aid fellow surveyors and citizens with the survey records and surveys of this office.
2. Survey and advise other County Departments and the Courts.
3. Make and maintain the “U.S. Public Land Survey Monument Record”.
4. Notify the federal NOAA and State about changes in horizontal and vertical control monuments.
5. Establish and maintain horizontal and vertical control.
6. Maintain and readjust County survey network.
7. Give oaths and sign and seal surveys.
8. Acts in the capacity of Survey Crew Chief in performing field and office operations
9. Researches government notes, plats and Survey records to locate and/or perpetuate PLSS corners.
10. Performs remonumentation of corners of the Public Land Survey System, (PLSS).
11. Coordinates with the Wisconsin Department of Transportation, County Public Works Department and Local Units of government as to the removal and replacement of PLSS corners and witness monuments throughout Rock County.
12. May coordinate and oversee County Public Works personnel in the excavation process of PLSS corners
13. Maintains the PLSS corner coordinates for use in the Rock County Geographic Information System, (GIS).
14. Conducts field Survey work as needed for other County Departments.
15. May perform QA/QC of project deliverable data for Orthoimagery, LiDar or other contracts.
16. May assist Private Land Surveyors with PLSS corners records and/or remonumentation.
17. Creates custom maps and datasets for internal and external customers including, but not limited to the WDOT, State Cartographers Office, municipalities in Rock County, etc.
18. Performs field investigations and Surveys to support the creation and maintenance of digital base mapping and parcel mapping.
19. Advises and provides information/recommendations to state agencies, counties, municipalities, other Surveyors, attorneys, real estate brokers, abstractors and others interested in Survey records and monuments.

Maintain public records and ensure adherence to the open records law.
 
1.  Supervise and maintain survey cadastral records. 
2.  Supervise and maintain road right of way records. 
3.  Supervise and maintain railroad right of way.
4.  Supervise and maintain aerial photos
5.  Files, indexes, and preserves filed Survey records and/or oversees the same
6. Prepares U.S. Public Land Survey Monument Records.
7. May draft, coordinate and administer PLSS Re-monumentation contracts between Rock County and Private Land Surveyors when utilizing Wisconsin Land Information Program, (WLIP), funds, if any.
8. Reviews Preliminary Certified Survey maps and Subdivision Plats for compliance with state statutes and local ordinances.  
9. Maps Surveys filed with the office into the GIS and/or, oversees the same.  
10. Independently and upon request, analyzes legal descriptions and evaluates records for completeness and appropriateness for the location of tax parcels.
11. Is the Custodian of Survey Department records and ensures public access, reproduction and compliance with Wisconsin Public Records Law. 
12. Designs, implements, practices, maintains and monitors county Surveying, mapping and land information standards.
13. Works with the County Information Technology department to assure the availability of on-line Survey records.

Oversee the administration of survey functions

1.  Supervises, coordinates, and assigns work related to the survey functions
2.  Attend land records meetings
3.  Meet with other officials.  
4.  Assist in prepare, manage, and administer the Department annual budget.
5.  Evaluates field and office procedures to maximize efficiencies.
6. Confers with and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines; identifies and proposes solutions to issues related to the same.
7. Annually reviews staff per County Human Resources guidelines; determines and recommends employee production levels, training needs and discipline.
8. Meets & consults with Administration, the Planning & Development Committee and others as needed, to review and present information for the Survey Department.
9. Reviews Department field and office operations to ensure personal safety.

Perform other duties as assigned.

1. Researches new technology applications for Survey field equipment and computer software.

        Member of the Land Information Council and Land Records Committee.
   Member of the Wisconsin Land Information Association, (WLIA)
   Member of the Wisconsin County Surveyors Association, (WCSA)
           Member of the Wisconsin Society of Land Surveyors, (WSLS)
3. Speaks at public meetings for various reasons, answers the telephone, meets face-to face and responds to e-mails to assist the public and other county Departments with Surveying related matters.

Knowledge, Skills and Abilities

 -Knowledge of land records, boundary laws, state statutes and administrative codes that apply to Surveying.
-Knowledge of Surveying instructions by the Bureau of Land Management, U.S. Department of the Interior.
-Knowledge of Global Navigation Survey System, (GNSS), equipment.
-Knowledge of Robotic Surveying equipment.
-Knowledge of Data Collectors and proper coding for the efficient collection of Survey data.
-Knowledge, or willingness to learn, the County’s Geographic Information Systems, (GIS), software, (ArcMap).
-Knowledge of CAD software and importing/exporting Survey data in different formats.
-Knowledge of Wisconsin Survey datums and coordinate systems.
-Knowledge of the WISCORS network and hardware required for usage.
-Knowledge of Computers and programs typical of the modern workplace, (Excel, Word, Access, etc.)
-History of successfully completing Surveys per Chapter A-E7 of the Wisconsin Administrative Code.
-History of successfully completing Subdivision Plats & Certified Survey Maps per Ch. 236 of WI. Statutes.
-History of collecting survey information required for civil engineering designs.
-Ability to prepare and interpret maps, plans, specifications and legal descriptions.
-Ability to monitor budgets and submit/prepare basic bookkeeping forms, (hard and digital versions), including, but not limited to, Timesheets, Purchase Orders, Invoices, Payment Vouchers, etc.
-Ability to work with vendors to secure quality, cost-effective Land Surveying materials and supplies.
-Ability to establish and maintain effective working relationships with coworkers, private surveyors, and the general public.

Education, Training and Experience

Education: Receipt of a Bachelor’s Degree in a course of not less than four years in Land Surveying or a related field that is approved by the Wisconsin Department of Safety and Professional Services, (DSPS), Professional Land Surveyor Section; or, receipt of an associate degree in a course of not less than two years duration in Land Surveying or a related field approved by the DSPS Professional Land Surveyor Section.

Examinations: Successful completion of the WISCONSIN JURISDICTIONAL EXAMINATION; the FUNDAMENTALS OF LAND SURVEYING EXAMINATION and the PRINCIPLES AND PRACTICE OF SURVEYING EXAMINATION.

Experience: Five, (5), years as a licensed Professional Land Surveyor, in the State of Wisconsin and meeting the on-going biennial Professional Development Hours / Continuing Education requirements.
 
-Preference given to individuals with experience, (public or private sectors), in the reestablishment, maintenance and perpetuation of Public Land Survey System, (PLSS), corners.
 
-Preference given to those who have a work history in supervisory and/or management positions.
 
-Preference given to those proficient at researching and acquiring Land Records in Rock County.
 
-Valid Wisconsin driver’s license.
